After the absurd tender for pruning flowers, the director of the Trauma Hospital announces a 3-year contract for cleaning, even though the hospital has 26 toilets, another corruption scheme allowed by Rama and ignored by SPAK.
Two weeks ago, the director of the Trauma Hospital, former SP MP Edlira Bode, announced a tender worth 390 thousand euros, with the service object of "pruning, pruning and watering flowers" in the premises of this hospital.
On September 29, 2025, she "triggered" the budget of this hospital again, but this time with an amount nearly ten times larger, by announcing another tender, for the cleaning service of the University Trauma Hospital for three years, with a limit fund of 3 million euros including VAT. The development date is set for October 20, 2025.
For a year and a half, for fictitious tenders with high values, fabricated to steal funds, the director of the Trauma Hospital, Edlira Bode, has used the Centralized Purchasing Operator, an agency that until now has been subordinate to Minister Blendi Gonxhe.
It has followed the same scheme with the cleaning tender: the announcement was made through this operator, but the development of the procedure and the evaluation of the bids will be done within the hospital, by the commission that is under its authority.
It is absurd that a tender worth 3 million euros for hospital cleaning is being announced when the Trauma Hospital currently employs 26 sanitation workers for this service.
This tender raises again suspicions of abuse of public funds, while the hospital lacks medicines and medical equipment. This is because state budget funding is stolen through a well-organized corruption scheme, with a closed circuit and a network of clientelist companies that win the tenders.
According to the reports of the Supreme Audit Office, the audit of the Ministry of Health and facts published in the media, during the period November 2021-September 2025, the director of the Trauma Hospital, Edlira Bode, awarded 90% of the tenders fictitiously, without competition and with 97-100% of the limit fund; while for 50% of them, the contracts for the quantity and quality of medicines were not implemented.
