In violation of Law No. 95, dated October 6, 2016, the National Bureau of Investigation has been without an elected leader since September 1, and it seems that it is not known when it will be elected. The reason is the deliberate blockage to install a "puppet" to serve the heads of SPAK, KLP and the political dome.
The blockage is being caused by the head of SPAK, Altin Dumani, and the head of the High Prosecutorial Council, Mirela Bogdani, who did not implement and are delaying the legal deadlines for the selection of candidates and the election of the new head of the BKH.
On April 7, 2025, Dumani announced the opening of the competition for Director of the BKH, as Aida Hajnaj's mandate ended on August 31, 2025. The process was supposed to end on August 20, but it did not end, because instead of electing a new director, SPAK and KLP removed Hajnaj, who was supposed to stay until the selection of a successor.
Since September 1, Deputy Director Joni Keta has been appointed as the head of the BKH, upon Dumani's proposal and the decision of the KLP. This appointment is the second violation, as Keta is one of the 7 candidates for director.
The drag, the "ping-pong" staged by SPAK and KLP
To drag out the process, the leaders of SPAK and KLP have staged a "ping-pong" game between themselves, in the service of the political mafia.
SPAK delayed the selection of candidates by postponing the tests (physical, logical, written essay and polygraph), while KLP did not force Duman to respect the deadlines.
Currently, the justification used is vetting candidates' character, professionalism, and assets – a process that should have been completed by August 5, 2025, and the names should have been sent to the KLP for selection.
What prevented Altin Duman from selecting the candidate within the 5-month deadline from the opening of the competition?
According to information provided by "Pamfleti", the vetting of the 7 candidates has not yet been done and the names have not been sent to the KLP, while Mirela Bogdani remains silent.
This delay has no objective causes. It is related to the backstage of the SPAK and KLP dome, whose strings are being pulled by politics and powerful external factors, to establish the name of the new director of the BKH.
According to sources, politics has ordered that the election be delayed until December, when the new head of SPAK will also be elected, in order for both structures to remain under political control.
