Decisions to return it to state administration were never implemented; the concession auction was quietly canceled, while the bargain to leave it to Çaushi and Avdia is transforming a historic property into a private resort worth hundreds of millions of euros...
Several times, "Pamfleti" has denounced the illegal occupation and use of the Lëkurës Castle in Saranda by trafficker Andrea Çaushi, who has also taken over 3,200 m² in front of the castle, transformed into an unauthorized resort.
On August 24, 2023, Prime Minister Edi Rama approved Government Decision No. 501, ordering the Ministry of Culture to take the castle from Çaushi and transfer it to state administration. But the decision was not implemented by either former Minister Elva Margariti until January 15, 2024, or by his successor Blendi Gonxhe, a fact that shows that Rama himself has blocked its implementation, using it only as a public "show".
Even today, after three years, Lëkurës Castle is still occupied by Andrea Çaushi, who uses it as a resort, has built service units, playgrounds and parking without permission, and even imposes a 5 euro entrance fee for visitors.
On July 11, 2025, Minister Blendi Gonxhe announced the auction for the 20-year concession of the Lëkurës Castle, under the pretext of its "rejuvenation" by the private sector, while the building continued to be occupied by Çaush. According to the announcement in the Official Gazette no. 20, dated July 21, 2025, the auction was to be held on August 21, 2025.
But Gonxhe ordered the Bid Evaluation Commission not to proceed with the procedure and canceled it on September 11, 2025, the day of his departure from the ministerial post, without providing any public explanation.
11 companies and NGOs had applied for the competition, among them Andrea Çaushi himself and Dajlan Avdia, both clients of Edi Rama. According to sources, the auction was canceled because a bargain had been made to leave the Castle to Çaushi, who would then transfer it to the mafia Dajlan Avdia to include it in a project of resorts, villas and hotels by the sea, with an investment of 500 million euros.
Avdia, in July 2024, had received a construction permit from the National Territorial Council with Rama's signature, through the company "TDT & Partners", on an area of 68 hectares of state land, part of which also includes the castle.
Even today, in his new role as Minister of Tourism, Culture and Sports, Blendi Gonxhe has the fate of the Lëkurës Castle in his hands and can do whatever he wants. But the facts show that the auction was quietly canceled and that the 2023 decision to return the castle to state administration has not been implemented either.
The conclusion is clear: Gonxhe carries out Rama's orders and his bargains, donating rare historical and cultural treasures to clients of the government court./ Pamphlet
