At the center of this scandal that reeks of corruption is the well-known name of Lel Kaja, the administrator of the Eco Elb incinerator.
The fire that engulfed the urban waste field in Elbasan in 2024, turns out to be neither a coincidence nor a natural disaster. It was only the first smoke that warned of a much larger flame, that of an organized scheme of mismanagement, abuse and misuse of office. The Elbasan Prosecutor's Office, within the framework of criminal proceedings no. 1417/2024, has extended the investigations beyond the garbage fires and has entered the heart of the incinerator where not only waste was burning, but also public money.
In a series of inspections conducted in 14 apartments in the Elbasan district, evidence has been collected that points in a clear direction, towards the criminal responsibility of several individuals who have not only burned the budget, but also any sense of public responsibility.
At the center of this scandal that reeks of corruption is the well-known name of Lel Kaja, the administrator of the Eco Elb incinerator. Once a diligent manager who talked about recycling and green technology, today he has become a "traffic sign" on the wanted list.
Lel Kaja has chosen to disappear in a spectacular manner, perhaps as carefully as he organized the fundraising and distribution of contracts. He is currently on the run and evades investigation just as he evaded public scrutiny of every invoice or procedure that passed through his hands.
Reliable sources confirm that he is wanted, while the authorities have failed to find him at his apartment or any of the locations where he usually stays. From Eco Elb to the airport, the road seems to have been clear for him, perhaps because in this country escape is always easier than facing justice.
Thirty employees of the Operational Forces have been engaged in the field to execute a decision issued by Judge Ina Yzellari of the Elbasan Court, as part of the intensive search for the capture of Lel Kaja, the administrator of the Elbasan incinerator. Kaja has been declared wanted after he failed to respond to calls from the Prosecutor's Office to appear in connection with investigations for abuse of office, while the operation to locate him is extending to several suspected areas inside and outside the district.
Meanwhile, the investigations have entered an intensive phase. Arrests are expected in the coming days and the list is not short. These are people who had direct links to the administration of the incinerator, and who are suspected of having collaborated to cover up the traces of mismanagement and institutional destruction. The latest checks have aimed precisely at collecting documents, equipment and evidence that strengthen the indictment. The fact that Lel Kaja has disappeared does not make the file weaker, on the contrary, it makes it clearer. Because when someone leaves without a word at the moment when they should speak, it is usually because they know very well what they have to say, and worse, they know what they have to hide.
Lel Kaja is no longer simply the administrator of a failed incinerator. He has become the symbol of a system that burns everything except those responsible. When the incinerator fire scorched the Elbasan field, no one accepted responsibility. Today, as justice tries to get to the root of the flame, the main character has disappeared like a failure in the heat. A “firefighter” who does not put out the fire, but lights it up more, and then leaves never to return.
In the place where garbage is burned to produce energy, it seems that the greatest energy has been spent on covering the tracks. But even smoke does not last forever, much less escape. Lel Kaja is wanted today. Tomorrow, many others may be in chains. The fire started in the waste field, but is spreading to the offices where the quietest fraud in this city is being cooked.
