The wife of the head of the State Police, Zhanina Proda, appointed head of the Land Directorate in the Tirana Region, has signed hundreds of illegal divisions with forged documents. While the police keep the files in a drawer, justice is silent and the robbery continues...
During the period November 2024 - May 2025 alone, in the Section for Crimes against Property of the Tirana District Police Directorate, 93 complaints were filed by citizens and from the police stations of Tirana, Vora, Kamza, Kavaja and Rrogozhina, regarding land grabbing through forgeries carried out by local units in cooperation with officials of the Directorate of Land Administration and Protection (DAMT) at the Tirana District Council.
The police have not initiated any verification actions for these denunciations and have not referred any to the prosecutor's office, because the director of this structure is Zhanina Proda (Bajrami), the wife of the General Director of the State Police, Ilir Proda.
Zhanina Proda is the authority responsible for land administration in the territory of the Municipality of Tirana, Vora, Kamza, Kavaja and Rrogozhina, where 340 cases of legal irregularities, forgeries and illegal decisions have been found. Although the division of land in this region has been completed for years with property deeds-agreements, Director Proda has launched a new application process with certificates and self-declarations of residents and land occupiers, through Form No. 6 and based on periods before and after 1946.
A February 2025 audit report by the Ministry of Agriculture, officially processed on April 30, evidences the theft of 427 hectares of land from the state fund in the administrative units of Dajt, Kashar, Baldushk, Farkë, Petrelë, Zall-Herr, Vorë, Vaqarr, Pezë, Ndroq and in the municipalities of Kavajë and Rrogozhinë. These areas were redistributed through new deeds and falsified inheritance documents, which were received, updated and approved by direct orders from Zhanina Proda.
In a meeting of the Ministry of Agriculture with police and DAMT leaders, where these abuses were addressed, representatives of the Tirana District Police did not file any of the 93 complaints about land grabbing, maintaining a silent and dismissive stance. Also, the audit report of the Supreme Audit Institution in August 2023, for the administrative units of Petrelë, Dajt, Zall-Herr and Farkë, revealed 53 cases of illegal land division, through falsified AMTPs, inheritance deeds and false self-declarations. Zhanina Proda has refused to implement the recommendations and tasks left by the Supreme Audit Institution.
According to official sources, Director Proda has collaborated directly with people who have benefited from land and then built palaces, villas, resorts and residential complexes, or has acted under the dictates of political leaders of the region and the government. Furthermore, she has also used her private studio “Diva” with two active design licenses (No. A.1091, dated 06.02.2012 and No. A.1091/1, dated 14.05.2018), to draft projects for illegal beneficiaries.
The appointment of Zhanina Proda as director of the Land Administration in Tirana County comes after a long “career” in similar positions, including ALUIZNI-Tirana Urban and Rural, ALUIZNI Tirana 5 and later in the General Directorate of Cadastre. While the police do not react to this abusive and falsifying network, due to the direct connection to its senior manager, her husband, Ilir Proda, the land grabbing scheme is continuing without any hindrance./ Pamphlet
