This tender for satellite photography services, with a contract value of 2.7 million euros, was awarded to the Turkish company "Mescioğlu Mühendislik ve Müşavirlik A.Ş.", based in Ankara and with an address in the businesses of the Turkish president's son-in-law.
After the government announced the launch into orbit of two Albanian satellites “Albania 1” and “Albania 2”, paid 6 million euros for satellite monitoring of the territory, official documents show that another contract of 2.7 million euros has been signed for aerial photography and image production. The tender dated January 26, 2026 was awarded to the Turkish company “Mescioğlu Mühendislik ve Müşavirlik A.Ş.”, linked to the family circle of the Turkish president. The double spending for the same service, the lack of evidence for the real functioning of the satellites and the political connections of the beneficiaries raise serious doubts about another affair with public funds, which requires criminal verification and an independent international audit.
On January 3, 2023, Prime Minister Edi Rama announced with great fanfare the launch into orbit of two Albanian satellites, "Albania 1" and "Albania 2", calling this a strategic geospatial achievement.
With these satellites, paid for at 6 million euros, Edi Rama guaranteed the monitoring of illegal construction, landslides, control of dams and bridges, warning of floods and earthquakes, the risk of sea waters, coastal abuses, deforestation, cannabis cultivation and fire control.
There is no official information whether the two Albanian satellites are functional or if they are actually in orbit. Meanwhile, the document being published by "Pamphlet" proves that for the same satellite photography service of the territory, the Albanian government is paying another private service millions of euros.
In the Public Procurement Bulletin dated January 26, 2026, the director of the Albanian Development Fund, Dritan Agolli, announced the development of the tender with the subject: "Digital aerial photography of the territory of Albania and production of aerial images".

This tender, with a contract value of 2.7 million euros, was awarded to the Turkish firm "Mescioğlu Mühendislik ve Müşavirlik A.Ş.", headquartered in Ankara, connected to the family business network of the Turkish president's son-in-law.
This fact creates serious indications that the tender was fabricated as a hoax, on the orders of Edi Rama, to give it to business groups close to the Turkish president, to whom the Albanian government has also awarded tenders for roads, tunnels, military clothing, and purchased ambulances, drones, and weapons.
Three other firms also participated in this tender, which were disqualified. The problem does not lie in the criteria applied by the ADF director, as it is known that he implements political orders, but in the very fact of double spending.
The scandal lies in the fact that the government is paying for the same services, while it has already paid 6 million euros for the two satellites "Albania 1" and "Albania 2" for satellite photography of the territory.
Since October 2023, when they were paid for, the two satellites have not provided any usable imagery for illegal construction, landslides, dam and bridge control, flood and earthquake risk, coastal abuses, deforestation, cannabis cultivation, or fire control.
To create the impression that the satellites are in orbit and operational, a month after their launch, Edi Rama published two satellite images of the forests. But in practice, fires appear after forests have been burned, floods after areas have been submerged, drug plots after plants have grown, forests after being flattened, and illegal constructions after being turned into palaces, towers, and resorts.
This means that either the satellites are not functional and have been fictitiously paid for as part of Edi Rama's influence peddling, or they are sending images that the government does not use.
The most convincing hypothesis remains that Edi Rama, through director Dritan Agolli, has fabricated another fictitious tender of 2.7 million euros for the alleged satellite photography of the territory, only to give it to his Turkish friends, as well as many other millions of euros for unfinished investments and services./ Pamphlet
