The criminal proceedings for electoral crime and drug trafficking against the mayor of Këlcyra have remained without any action for years, unlike similar cases that SPAK quickly took to court...
Since the elections of May 14, 2023, the mayor of Këlcyra, Klement Ndoni, has been under investigation for electoral crime with Criminal Proceedings no. 178/2023, following reports of vote buying with money, employment and public property. The BKH has administered evidence and has also identified other corruption proceedings, while old denunciations for drug trafficking have been attached to the file. However, for almost three years there has been no procedural action or official information from SPAK, while Ndoni continues his fourth mandate and his public activity, raising serious suspicions of delays and double standards in the investigation of electoral crimes.
For 15 years, Këlcyra has had a mayor, Klement Ndoni, a local government official with four consecutive mandates, a character kept in the shadows, although many financial affairs and involvement in criminal activities have come to light about him.
During the electoral campaign for the May 14, 2023 elections, when the mayor of Këlcyra, Klement Ndoni, took illegal actions to secure a fourth term, several citizens reported him to SPAK for vote buying and promises of jobs and public property.
SPAK Prosecutor, Olsi Dado, accepted the report, registered the case and opened Criminal Proceedings No. 178/2023, with the subject of investigation being the Mayor of Këlcyra Municipality, Klement Ndoni, for the criminal offense of electoral crime, with the object of buying votes through financing and promises of employment and public assets.
After five months of investigations by the BKH, on October 18, 2023, one of the informants, Këlcyra resident Agim Bakushllari, was summoned to the BKH and SPAK for clarification regarding the accusation, where he presented evidence proving the electoral crime of Mayor Klement Ndoni.
During the preliminary investigation, other similar cases of electoral crimes by Mayor Ndoni were identified during the electoral campaign, through cash rewards, employment, tenders, land grants and lease contracts, which were materialized after May 2023, when he took office for the fourth term.
Analyzing his abusive activity at the head of the municipality, BKH also found the existence of a criminal proceeding at the Local Prosecutor's Office, for corruption with tenders, project funds, employment and payments to persons who were not in Albania.
There is no official information on what has been done with this criminal report against Mayor Klement Ndoni. Meanwhile, in 2016, he was publicly denounced by Këlcyra resident Bardhi Nunollari, convicted of drug trafficking, who stated that he had trafficked narcotics together with Mayor Ndoni, as part of a structured criminal group.
This drug trafficking complaint was attached to the SPAK investigation into the electoral crime. However, for nearly three years, the prosecutor in the case, Olsi Dado, has not taken any procedural action for Criminal Proceedings No. 178/2023 against the mayor of Këlcyra, Klement Ndoni.
There is no information from SPAK on what stage the investigation is at, whether it has been quietly closed or is being deliberately delayed due to exceeding deadlines.
Meanwhile, SPAK completed the investigation into the electoral crime against the mayor of Rrogozhina, Edison Memolla, and sent him for trial in record time, ending with a one-year prison sentence.
Unlike this case, for the mayor of Këlcyra, Klement Ndoni, the case appears to be "bunkered down", without any public action or information, while he continues in office in the last year of his fourth term and appears in private meetings declaring that he has closed the bargain for the dismissal of the criminal case.
Who these deals were made with is known only by Mayor Klement Ndoni himself. The fact is that he follows the tender deals, channels considerable amounts of money into Raiffeisen Bank and has hidden numerous assets, for which there is evidence./ Pamphlet
