The heads of the government, after being silent for 1 week about the export of toxic waste from "Kurum" through the Port of Durrës, came out with justifying and misleading statements, to remove from themselves the stain of this crime, which they organized and carried out with the mafiosi of the company "Kurum Sh .A" of the company "Sokolaj Sh.pk".
Babloku is silent, the ministry declared that the government and the Durrës Sea Port have nothing to do with the export of toxic waste from private companies, while the former Director of the Durrës Port Authority, Pirro Vëngu, told reporters that the minister made exhaustive clarifications .
The Prime Minister and Minister Balluku, legally, have no personal legal responsibility, but they cannot say that for the export-trafficking of toxic waste, there is no responsibility and the Port Authority-Durres has no connection.
Because Article 22 of Law 9130, dated September 8, 2003, clearly defines the responsibility: - The Port Authority, through the Executive Director, coordinates and administers the port activity for the transport of goods, navigation (ship management), passenger transport, loading, unloading, storage of its goods and of the private sector and supports these activities and concludes contracts on behalf of the port authority.
So, according to the law, within the territory of the Durrës Sea Port, without the official written permission of the director, no car or ship can enter or leave without goods; goods cannot be unloaded, stored, loaded, transferred and exported and imported.
The director of the Sea Port during the period of export-trafficking of toxic waste of "Kurum" until August 1, 2024, was Pirro Vëngu, who, according to the law, is the only administrative, legal and criminal responsible for this waste transfer procedure.

The Director of the Port of Durrës was Pirro Vëngu, and in accordance with this law, SPAK must take him as a defendant with the charges defined by the Criminal Code, because he does not need permission from the parliament, because he is not a deputy.
In fact, he has responsibility according to Article 40 of this law, which states: - The environmental protection service within the Sea Port, which depends directly on the director, in all cases of actions that harm the environment, applies the regulations, decisions and instructions in accordance with the requirements of national and international legislation, during the transport, movement and storage of goods that pose a risk to the environment. / Pamphlet
