SPAK and BKH fill Ilir Proda's file with conversations, favors and connections with traffickers...
A year after the phone was seized, based on several complaints and indications, SPAK has created a special file with evidence for the Director General of the State Police, Ilir Proda, as a person under preliminary investigation.
On September 17, 2024, two weeks before Edi Rama appointed Ilir Proda as head of the State Police, SPAK seized his phone and questioned him, after, when he was director in Elbasan, he allegedly exposed the action to arrest the brothers Hajdar and Franc Çopja, a fact that emerged during their wiretapping.
But Ilir Proda's criminal file is filled with other evidence, discovered on the phone seized by SPAK, on four other mobile numbers that he has used over the last 15 years, as well as from the SKY-ECC network intercepts of the persons under investigation.
According to information from BKH sources, the name of the General Director of the State Police, Ilir Proda, has come up in telephone conversations and exchanges of messages with 20 exponents of the criminal world from Saranda, Vlora, Elbasan, Fier, Tirana, Durrës, Lezha, Korça and the Mat–Bulqizë area.
In the hacked phones of crime figures, the name of Chief Police Officer Ilir Proda is recorded as "Lili", a nickname he was affectionately called in his childhood and adolescence, when he lived in Saranda, and by which his friends and associates still address him today.
His identification in these conversations and messages was made through phone numbers, the content of the requests made to him by the exponents of crime, and the favors he allegedly performed for them in their matters with the State Police, which were consistent with the duties that Ilir Proda had as head of police stations and sectors in the General Directorate of Police.
The investigative file that SPAK and BKH have prepared for Ilir Proda, ready for processing and submission to court for criminal measures, reflects many of his conversations with crime bosses.
Police Chief "Lili" has a record of communications with trafficker Ylli Cara, a partner in a car dealership, who paid him 70 million lek for the purchase of a 119 m² apartment in Tirana.
Proda is also suspected of having communicated with land grabbers, illegal builders, smugglers, traffickers and murderers in Tirana, Saranda, Durrës, Vlorë and Lezha, as well as with mine operators and unlicensed chromium transporters in Bulqiza, with whom he is said to have agreed to obtain police information, not crack down on criminal activity and not touch the implicated persons.

One of the most flagrant cases is the collaboration with his subordinate, gang "soldier" Ulian Shpataraku, when they were together at the Elbasan Police Directorate until October 2024, where they are suspected of favoring crime figures from this district, even capturing and releasing wanted traffickers and murderers.
In fact, as reference subjects for the investigation conducted by the BKH against him, 53 cases identified in the reports of the SHISH and the Anti-Mafia Service were included, for favoring illegal constructions, money laundering groups, smuggling, failure to initiate proceedings, uncovering actions, disappearance of evidence at the scene and cases of drug trafficking and trade, facts that are noted in his personal file./ Pamphlet
