Besfort Lamallari began his term as Minister of Justice with the promise of cleansing the administration of corrupt individuals and those implicated in crime, but within two months he made only one appointment: placing his friend Indrit Doda at the head of the Internal Control of Prisons. The appointment conflicts with the decriminalization law, as Doda has close ties to former Anti-Terrorist officer Igli Haxhiaj, arrested for international drug trafficking and uncovering police actions. Their connections are known in the State Police, the Ministry of Interior and have also emerged in SKY-ECC wiretaps. Immediately after his appointment, Doda has begun purging the structure, removing competent specialists and replacing them with people connected to him, while the control institutions remain silent.
On the day he took office as Minister of Justice, Besfort Lamallari declared as an immediate priority the cleansing of the administration from the corrupt, the incompetent, and those implicated in crime.
But during his two months in office, apart from a deputy minister appointed by Prime Minister Edi Rama, Minister Besfort Lamallari has not made any moves in staff and administration, but only a nod to his friend, Indrit Doda.
Minister Lamallari appointed Indrit Doda to the position of Director of the Internal Control Service at the General Directorate of Prisons, a specific security sector, where not only the director, but also the specialists must have a clean image and no connections to criminal entities.
But Indrit Doda, the director of Internal Control of Prisons appointed by Minister Besfort Lamallari, has several "spots" that conflict with the decriminalization law; one of them is the close connection with a former police officer, part of a structured international drug trafficking group, based in Albania and Italy, and involved in disclosing information to the police and SPAK.
The close friend of the director of the Prison Control, Indrit Doda, is Igli Haxhiaj, a former Anti-Terrorist officer, arrested on November 27, 2025 in the premises of the Police Academy, through an action by SPAK, EUROPOL, EUROJUST and the Italian Prosecutor's Office, confirmed by conversations on SKY-ECC as one of the leaders of drug trafficking and an exposer of actions.
The close connection between Director Indrit Doda, who appointed Lamallari to head the Prison Control, and the arrested former drug trafficking officer, Igli Haxhiaj, is known by everyone in the State Police, where they worked together, but also by the Ministry of Interior, where Lamallari was deputy minister for 8 years and they were in the same structure.
Their connection was this: Minister Besfort Lamallari, when he was Deputy Minister of Interior, covered Anti-Terror issues; Indrit Doda was the coordinator of the Anti-Terror Directorate at the General Directorate of the State Police, while trafficker Igli Haxhiaj was an Anti-Terror officer.
Now their connection is this: Besfort Lamallari is Minister of Justice; Indrit Doda has appointed Director of Internal Control in Prisons, while his former subordinate and close friend, officer Igli Haxhiaj, has been in prison since November 27, 2025 for drug trafficking and exposing police actions.
But Indri Doda's connection with former trafficking officer Igli Haxhiaj, according to information available to "Pamfleti", has also emerged in the SKY-ECC wiretaps, for the exchange of confidential police and investigative information.
Immediately after being appointed head of the Prison Control, Indrit Doda, with the power given to him by his friendship with Minister Lamallari, has initiated pressure and purges of capable, effective, correct and honest specialists, replacing them with friends, comrades and "masters" of dirty work./ Pamphlet
