This correspondence is not evidenced by a single source, but becomes clear when comparing budget payments, company structure and construction permits approved by central institutions.
The case of Artur Caushaj becomes apparent precisely at this intersection, where the same legal entities appear with different functions, some as economic operators in public procedures, some as construction developers, and some as companies acquired and reorganized at key moments. The analysis of this network does not require political interpretations, but a chronological follow-up of the facts, from contracts financed by the State Treasury to projects that are now materializing in concrete.
LTE Construction shpk is Artur Caushaj's company that maintains a direct relationship with the state. Official data published on spending.data.al show that through LTE Construction, Artur Caushaj has benefited from budgetary payments that, translated into euros, are close to 8 million, mainly in procedures where competition has been artificially extinguished through massive disqualifications and formal assessments.
In these procedures, Artur Caushaj's name does not come up by chance, but precisely where 10, 12 or 15 other companies are excluded for trivial reasons, while LTE Construction remains the only "valid" bidder, guaranteeing victory and the highest price.
