Since 2016, when he received his first mandate as Rector of the University of Elbasan, Skënder Topi, he has not declared his assets, because he had and has family ties with the leaders of ILDKPI; he was not even asked for a statement even in March 2024, before leaving office.
As to how many other assets Skënder Topi may have invested during the 8 years as the rector of the university, this should be investigated by SPAK, but it is enough to investigate the assets and bank accounts, which he declared in 2016, which are numerous in types, numbers and values financial; for which, he says, he secured them from the savings of 3 years as an immigrant in Italy and salary in Albania.
Here are some of his assets in Elbasan, until 8 years ago:
- Apartment 106 m2, bought with income from salary and immigration, value 2.8 million ALL.
- Apartment 76 m2, bought with income from salary and immigration, value 2 million ALL.
- Apartment 105 m2, bought with income from salary and immigration, value 1 million ALL.
Apartment 62 m2, bought with income from immigration and salary, value 1.8 million ALL.
- Apartment 152 m2, bought from work in emigration, value 74 thousand 480 euros.
- 2-storey apartment 140 m2 + 150 m2 land, built with income from emigration 4 million ALL.
- Olive tree 1450 m2, bought with income from emigration in the amount of 2.9 million ALL; and co-owner with 25% in 13 thousand 270 m2 of land, donated by his mother; while the wife is the owner of 11 thousand 193 m2.
- Wife, dental clinic, bought from work in emigration worth 8 thousand Euros.
There are 14 bank accounts, income from emigration, salary, academic-research activity worth 370 million old ALL.
Likewise, the head of SPAK, Altin Dumani, must order the re-investigation of a criminal report made by doctor Shefqet Deliallisi on June 17, 2021 at the Prosecutor's Office of Elbasan; with accusations and evidence, that the rector Skender Topi has a doctor's degree and a fake doctorate.
The report states: - Skënder Topi did not finish the Faculty of Medicine in Tirana, having dropped out in the second year, but he declares that in 1993 at the age of 27 he continued his studies in Italy, where he says he received a diploma and the title "Doctor in Oncological Surgery".
In his CV on the official website of the university, former rector Skënder Topi states that on October 10, 1996 he graduated in Medicine and Surgery at the University of Bari-Italy, while during the period 1994-1996 he was in Elbasan.
In the report of the doctor Shefqet Deliallisi, it is said that these are false, because the former rector Skënder Topi does not even have a doctor's degree; but the report was dismissed by his two friends, the heads of the Elbasan Prosecutor's Office, Kreshnik Ajazi and Alfred Shehu, the latter, for 2 and a half years, a prosecutor in SPAK./ Pamphlet
