The Minister of Tourism-Environment, Mirela Kumbaro, was not included in the procedure, the acts of investigation and the SPAK order for the arrest of Ilir Beqje, although it turns out that she is a parallel and cooperative part in the theft committed through Ilir Beqje's "Gzona" restaurant.
In the file "Beqja", SPAK says that the company "Landways International Sh.pk". has been awarded a tender for the activity "FESTA" on April 3 to 5, 2023, with the theme "The Future of Sustainable Environmental Tourism in Albania", expenses only for food and entertainment.
For this activity, Ilir Beqja allocated 150,000 Euros with VAT from EU funds of the Donations Directorate, which the private firm transferred to Ilir Beqja's "Gzona" restaurant, where, according to SPAK, he spent only 41,000 Euros. for 1 dinner, extorting nearly 109 thousand Euros.
According to the Public Procurement Bulletin, it turns out that Ilir Beqja did not make a tender announcement or a tender until the day of the "FESTA" activity on April 3, 2023, while he gave the value of 150 thousand Euros in advance to the businessman Gazmend Haxhiu with whom he collaborated.
But, in parallel with Ilir Beqje, for the same official activity in Ilir Beqje's restaurant and with the same private company "Landways International Sh.pk", the Minister of Tourism-Environment, Mirela Kumbaro, has also made payments, although she knew that the activity was financed by the Directorate of Donations led by Ilir Beqja.
The document provided by "Pamphlet" states that on March 10, 2023, Minister Mirela Kumbaro developed the tender worth 462 thousand Euros with VAT, for the same international tourism activity that Ilir Beqje's directorate financed.
While on March 23, 2023, Mirela Kumbao signed a contract with the same company "Landways International Sh.pk"; and through her with Ilir Beqje's restaurant, giving it without competition and with 100% of the value of the limit fund, but de-facto 130 thousand Euros were spent for 2 lunches, rental of the activity hall and entertainment for the guests.
So, for the same activity and on the same date, 612 thousand Euros were paid divided as follows: 150 thousand Euros from Ilir Beqje's directorate, while 462 thousand Euros from Mirela Kumbaro's ministry.
According to SPAK, it turns out that Ilir Beqja embezzled nearly 110 thousand Euros, while according to the account, it turns out that Mirela Kumbaro has 'received' 330 thousand Euros, by making false expense reports to Ilir Beqja's restaurant, through the same private firm.
But Minister Mirela Kumbaro was not charged by SPAK, although she stole 3 times more than Ilir Beqja from his restaurant, with the same group and the same scheme of fraud and falsification of documents, but with the difference that Ilir Beqja stole EU funds , while Mirela Kumbaro stole the Albanians' taxes.
