With notification no. 560/8, dated January 19, 2026, the Albanian Investment Corporation postponed for the third time the procedure for the construction of towers near the Palace of Congresses. According to available documents and information, the postponement is related to bargaining to increase the profitability of the predetermined construction company, from 55 to 75 percent of the construction area. The project envisages the construction of towers on 4760 m2 of state-owned gardens, transferred from the Municipality of Tirana to the government, under the compensation scheme for the “revitalization” of the Palace of Congresses.
The announcement of the Albanian Investment Corporation, no. 560/8, dated January 19, 2026, reveals the third postponement of the deal between Babloku and the predetermined client for the construction of towers in the garden of the Palace of Congresses.
In her decision, the director of the Albanian Investment Corporation, Elira Kokona, has changed point 16 of the competitive procedure for the PPP contract: "Development through private enterprise of the multifunctional facility on the property near the Palace of Congresses, Tirana."
By decision no. 560/4, dated November 27, 2025, the date of the competition and selection of the tower construction company was set for January 26, 2026, but Director Elira Kokona, by order of Edi Rama, postponed the procedure to February 16, without explaining the reason for the postponement.
According to information, the postponement of the date was due to an alleged disagreement between Babloku and the designated builder, with the aim of the latter receiving 75 percent of the built area and not 45 percent, as determined by the government.
So, the auction is being postponed in order to serve as an alleged "difficulty in accepting the PPP" for the revitalization of the Palace of Congresses and, according to this scheme, to create an excuse for the government to accept the construction company's offer to take 75 percent of the construction area of the towers.
In April 2025, Edi Rama published the idea of building towers in the Palace of Congresses area through PPPs with his friends, while two months ago he made it a fait accompli, with the opening of the formal competition by the Albanian Investment Corporation, led by Elira Kokona.
With decision no. 503, dated September 10, 2025, the government transferred to the corporation the ownership of the 4760 m2 area of the flower garden around the Palace of Congresses, which was previously owned by the Municipality of Tirana.
Towers with residential functions, commercial units, offices, entertainment venues and underground parking are expected to be built on this flowerbed, by the private company that Edi Rama will select, under the guise of investment compensation for the "revitalization" of the Palace of Congresses.
This deal has been called a multi-party venture in the interest of the state, where the private sector will finance the development of the project in exchange for the benefit of large construction areas in the towers that will be built on state land.
According to the current decision, from the total area of 50 thousand m2 of the construction project, the state will benefit from 45 percent, equal to 22 thousand and 500 m2, while the private sector will benefit from 55 percent, equal to 27 thousand and 500 m2.
But the auction is being postponed again, because the predetermined company has requested 75 percent of the construction area, a request that appears to be part of an underground bargain with Edi Rama, served as an obligation for the government not to block the investment in the Palace of Congresses.
