Although the National Health Insurance Fund is under investigation and some of the procedures have been suspended or under review, the institution yesterday quietly announced the winner of about 2 million euros in maintenance, the new chief negotiator Armand Shara, through the procurement procedure "Maintenance of the e-prescription system for the Mandatory Health Insurance Fund" .
In this procedure, only one entity appears and it is declared the winner in almost the full value of the limit fund, turning the competition into a formality and confirming the predetermination model that has appeared for years in technology tenders administered by the National Agency for the Promotion of Public Administration (NASHA).
This fact is not disconnected from the previous panorama, because Armand Shara is the person who appears in every link of this system, even though his name is missing from the files that analyze only the procedures and documents. Through TAG Engineering , a company that he owns 100 percent, Shara controls a network of entities that regularly appear as winners, suppliers or competitors in AKSHI tenders, while the real benefit remains concentrated in the same control.
The pressure of the AKSHI on the market remains so great that no one dares to compete with the companies linked to Armand Shara, even when it comes to multi-million dollar contracts and critical health systems. This pressure does not appear in the documents, but is reflected in the total lack of competition and in the fact that the same name is declared the winner time and time again, even under investigation.
While other procedures are paralyzed and reviewed due to investigations, nothing stops Armand Shara from continuing to receive new contracts, practically commanding the institution's internal committees that approve procedures without competition and direct public funds towards the same network.
This latest contract for the maintenance of e-prescription makes even clearer what the first article raised as a central question, because while the investigations into AKSHI stop at letters and signatures, the "elephant" remains outside the framework of the investigation. Armand Shara continues to function as the decision-making center for technology tenders, taking tens of millions of euros from the budget and keeping the contract predetermination model intact... /Pamphlet
