For three years, Pamfleti has been filing official evidence for the theft of around 2 billion euros of state assets by Gjergj Luca, through VKMs, symbolic contracts and abusive benefits. SPAK has not launched any investigation, there is no proceeding and there is no property or financial verification, even though the anti-mafia law obliges it to act. The silence of the prosecution raises suspicions of political protection and fear of the chain of signatures that starts with the Prime Minister.
Although the assets that the smuggler fisherman Gjergj Luca has robbed from the state with false documents and personalized government decisions constitute an organized corruption and theft scheme, SPAK leaders have not launched an investigation into these robberies.
For three years, "Pamfleti" has addressed official evidence to SPAK about this colossal robbery, through "1 euro" contracts, illegal donations, fictitious rents and abusive funds, but former director Altin Dumani did not order the launch of an investigation.
Because, if the investigation were to begin or does begin, the traces lead directly to the signatures and orders of Prime Minister Edi Rama and his ministers, who, in collaboration with each other, concocted and signed to donate state properties to the smuggler fisherman Gjergj Luca.
According to the tariffs of the Directorate of Public Asset Administration and the cadastral assessment, it turns out that Gjergj Luca has received state assets worth around 2 billion euros, at symbolic prices of 1 euro each or for free, for 10 to 20 years and without financial obligations.
Although the former head of SPAK, Altin Dumani, often declared that he would investigate any property stolen from the state and that he was not afraid of anyone, he did not dare to question either the robber Gjergj Luca or those who donated the property to him.
Currently, there is no proceeding, no investigation, and no evidence for Gjergj Luca, even though SPAK has a legal obligation to act on the basis of published facts and official documents. In fact, his assets and financial transactions as a trafficker are not being investigated under the anti-mafia law.

For a month, Klodian Braho has been at the head of SPAK, vowing that the object of his work will be the investigation of every penny and every asset that has been stolen from the state, including through government decisions.
Fisherman and trafficker Gjergj Luca has robbed many state assets with government decisions, which "Pamfleti" is reminding him of and referring to the head of SPAK, Klodian Braho, to order an investigation, based on the concrete evidence that is being published.
– With VKM no. 873, dated 30.10.2015 and VKM no. 266, dated 29.03.2017, the company “Rozafa” sh.pk of Gjergj Lucës has received 105 thousand m2 of buildings and land of the State Reserves in Labinot-Fushë of Elbasan, as well as 1500 meters of tunnels that are not included in the contract.
– With Council of Ministers No. 526, dated 25.07.2019, it acquired the former military unit in Çekrez, Gramsh, with an area of 28,960 m2 of buildings and land.
– With VKM No. 701, dated 30.10.2019, it acquired 10,287 m2 of the Iron-Nickel Park in Prrenjas.
– With Council Decision No. 394, dated 09.06.2022, it received 4889 m2 of buildings at the Maliq Sugar Factory.
– It has received 10 hectares of forests in Zall-Shkumbin, 84 hectares of forests in Shmil and Zarranik for an energy park, 10.3 hectares of land in Labinot for a cultural complex, 5.1 hectares in Klenjë of Bulqizë for a resort, Lake Xarra for 30 years, 15 square miles of sea in Kakome-Qefal for fish reserves, 1.3 million euros from IPARD funds, subsidized oil for luxury yachts and, for 11 years, it has been receiving 2,500 euros per month from Customs for a rented office in Shëngjin.
In total, the assets that Gjergj Luca has robbed the state amount to around 2 billion euros, with procedures and methods of profit that are the subject of investigation by SPAK. Meanwhile, Gjergj Luca, as a drug trafficker, is also subject to the anti-mafia law.

Qy qelbesira Luca eshte i biri te jatit qe edhe rrolet qe ia dhane lujati karakterin e vet. Populli mori rruget e nuk ka nevoje te dhunoije kohen e cmuar me halera por, mos harroni se populli rri urte e nje dite do shpertheje si vullkan e llava do ju beje hi. Kur (gabeli), morracaku u be pashe vrau dhe te jatin. Kjo histori eshte shume e lashte qe te Zeusi me te jatin Kronin.
Janë të treja arsyet. Arsya e katërt është ndikimi i qarqeve mafioze ndërkombëtare. Të shikojmë reagimin e Drejtuesit të ri të Prokurorisë së Posaçme Kundër Korrupsionit dhe Krimit të Organizuar(SPAK) Z.Klodian Braho. Pamfleti! Pse nuk ju drejtuat GJKKO për ta detyruar Z.Dumani për të hetuar, provat që kishit, ti administronte Gjykata e Shkallë Parë të GJ.K.K.O Tiranë.
Gjergj Luca është një bandit i instaluar nga gjermanët. Edhe japonezët e nxorën jashtë, duke e quajtur mashtrues. Klub prej një mijë kriminelësh që ndërtuan ilegalisht dhe që ishin të përfshirë që para vitit 2005 nën Edi Ramën dhe Fatos Nanon.
