Sources close to the justice system declare to 'Pamphlet' that the Special Prosecution Office has completed drafting the security measure against Engjëll Agaç and that the arrest warrant is considered ready for signing, while according to the same sources, Agaç left the territory of Albania at a critical moment in the investigation, precisely when the files have passed from the stage of formal questions to the stage of criminal liability, creating the belief that the departure is not related to health reasons, as the government claims, but to the real fear of arrest.
Engjëll Agaçi has held the position of Secretary General of the Council of Ministers since September 2013 and during this period he has built a power that goes beyond the formal title, controlling the administration, commanding the secretaries general of the ministries, guiding the government's economic and political decision-making and becoming the mandatory filter for any decision that produces public money, concessions, favors or political protection, which makes him the most important and most dangerous figure in the Rama government.
The investigations into the incinerators have placed Agaç at the center of SPAK's attention, as he has directly participated in the processes of approving bonuses, in the passage of negotiation procedures and in the political and legal support of contracts that are now the subject of criminal investigation, while Agaç himself has attempted to shift responsibility by declaring in parliamentary committees that the Council of Ministers did not choose the winners, a statement that contradicts the fact that without the signatures, orientation and pressure of the Secretary General, no such procedure would have passed.
Agaç's name also appears in other investigations related to secret tenders and technology contracts, including AKSHI procedures, where SPAK is analyzing the role of the Prime Minister's Office in predetermining the winners and in the political protection of the beneficiary companies, while investigative sources speak of a repeated decision-making pattern where Agaç appears as the guarantor of agreements that pass through the government without transparency and real control.
His exposure on RAI3's "Report" show in April 2024, where he was presented as a key figure in the Albania-Italy immigration agreement and as the man negotiating behind the scenes on behalf of the prime minister, brought Agaçi out of the shadows internationally for the first time and showed that his role was not limited to internal administration, but also extended to state agreements with political and legal consequences, which increased the pressure on him at a time when criminal files in Tirana were thickening.
In line with these developments, in a SPAK investigative file on the hacking of the Special Prosecution's systems, it is clear that the cyber-interference did not have an amateur or peripheral character, but directly targeted information on active files and specific persons under investigation, where in the seized communications the hackers mention the name of the Prime Minister as an authority that may have ordered the intervention, while in one of the messages administered in the file the expression "I will write to Rama..." appears , which clearly shows the perception of political protection at the highest levels, and in this same file it results that on February 21 the investigated Zambak Gjoni requests specific information on the arrest of Engjëll Agaç, inserting the name of the Secretary General of the Council of Ministers in the hackers' conversations as an object of urgent interest, a fact that casts serious doubts that the SPAK hacking was not an isolated criminal act, but a deliberate attempt to learn in advance the security measures and to protect key figures in power before penalty kick
Today, the same man who for more than a decade has controlled the visible and invisible threads of the state, who has managed ministers, who has dictated the careers of officials and who has been Edi Rama's most trusted man, has disappeared from the public scene and, according to sources, has fled the country to escape justice, following a familiar scenario where the government uses the health justification to cover up the escape.
Don Agaç's glory was built on absolute power without public accountability, on control of the administration and on total political protection, while his downfall is happening silently, away from the cameras, but under the pressure of a justice that has finally reached the man who for years has been the dark brain of the government.
