It is not known by what tricks Lulzim Mata, the head of procurement at the Albanian Road Authority for more than ten years, escaped prison. At the time he was signing the tenders, five general directors and 42 of his subordinates were investigated by the Serious Crimes Prosecution. Three of them ended up in prison: Andi Toma of the DP, Dashamir Xhika of the LSI and Sonila Qato of the SP. Afrim Qendro and Ergys Verdho were investigated for corruption while at large. But Lulzim Mata, the main signatory of the tenders, was never touched.
In January 2020, three days after leaving the ARA, he was appointed legal director at the Technical-Industrial Inspectorate, where he remained until May 2025. In parallel, he developed private activity with his law firm "Mata Legal", which also handled tender issues in the institutions where he himself had been the head.
In August 2025, the absurd happened: by decision of Altin Dumani, Lulzim Mata was appointed head of tenders at SPAK. Exactly where the affairs should be investigated, where his name is present in every report of the Supreme Audit Office and in every file of the former Serious Crimes Prosecutor's Office.
The comments are redundant: a figure linked to street corruption, turned into a "wolf" of tenders, today signs the tenders of the body that has the task of fighting corruption. This is the clearest example of the transformation of SPAK from an institution of hope, into another clientelistic warehouse. / Pamphlet
