In Tirana, the same formula that became a symbol with “5D Construction” is being repeated. From the offices of the Municipality, ordinary employees or former officials are turning into “investors” of the capital’s most expensive projects. The model is clear: companies are created with ridiculous capital, but they obtain land, building permits and erect buildings that are sold on the market for millions of euros.
This time the name is Unit Residence, a residential complex near the TEG center. Behind it stand two companies: Unit Studio shpk with capital 5 thousand lek and Unit Power shpk with capital 10 thousand lek. Both are registered at the same address and have the same partners and administrators. So we do not have two different companies, but a single structure divided with two names for the same activity.
The papers list Aleks Male and Flavjo Kaco as owners. Aleks Male is the brother of Gjergji Male , an active employee of the Construction Inspectorate in the Municipality of Tirana. This detail is essential: the man who has access to permits and urban planning controls appears to be part of the same circle that takes the land and builds on it. Also included in this scheme are Živjanka Rrido, Gjergji Male's pharmacist wife, and Redion Spaho, a former employee of the Municipality of Tirana.
On the official website of the Territorial Development Agency, the construction permit for Unit Power shpk appears, which envisages 2 and 3-story residential buildings, with underground floors for parking, on the Eastern Ring Road, near TEG. The construction permit was granted on July 25, 2025, the developer is Unit Power shpk, the architectural project by Unit Studio shpk and Son Engineering & Construction, the land owners are Daniel and Dritan Shima.

On public maps, the complex is marked as Unit Residence, with apartments coming onto the market for over 2,000 euros per square meter. From 15,000 lek declared capital, the entity has become a developer of property worth several million euros.

The scheme is the same as that of "5D": people who have worked within the Municipality create companies with no history, use their connections to obtain land and building permits, and appear on the market as investors. From territory controllers, they become territory owners. From administration employees, they become luxury entrepreneurs.
This is not free enterprise, but the capture of territory with clientelistic logic. The public sees the towers rising and the prices rising, but behind them lies not real private capital, but structures erected by people who have entered the Municipality to secure precisely these privileges.
