One of the seven state properties that Edi Rama donated to Gjergj Luca is the former military department in Çekrez, Gramsh.
The property includes approximately 29 thousand m² of land and 4185 m² of buildings and was awarded by Decision No. 526, dated July 25, 2019, through the “1 Euro” contract between the Ministry of Finance and the company “Rozafa Sh.pk”. The contract had a 20-year term and stipulated the return of the property to the state, along with the investments, without financial obligations upon its termination.

Despite this law, only four years later, on June 21, 2023, the government approved Decision No. 376, with which Luca purchased the former military department. The problem begins here: the financial file of the sale is missing from the archive of the Ministry of Economy, Culture and Innovation.
Officially, it was "lost through carelessness" during the transfer of the "1 Euro" concession documents from the Ministry of Finance to the ministry currently headed by Blendi Gonxhe.

Questions that SPAK should investigate:
· Did Gjergj Luca really make a purchase, or is it simply a formalization of the donation?
· Why was the file on this privatization lost during the transfer of the archive?
· Was there a real sales process by the Public Property Directorate?
· If it was sold, what is the value and was any penny paid to the state?
· Where is the report of financial experts on the value of 29 thousand m² of land and 4185 m² of buildings?
· Why did the government issue a decision on May 6, 2020, to demolish the buildings, just one year after giving away the property for "1 Euro"?
· Why did Rama order the sale after four years, when the law provides for the conversion of the contract into ownership only after 20 years?
Conclusion
From a “1 Euro” contract for fish processing, state property in Çekrez has been turned into the private property of Gjergj Luca within four years. The financial file has disappeared, the purchase amounts are unknown and the process was carried out in open violation of the law. This is a typical case of what Rama calls “economic reform”, but which is in reality the privatization of public assets for his clients./ Pamphlet
