If Edi Rama does not have a hand in the Vlora Airport concession hijacking scenario, the discovered documents show that he has signed a heavy financial bargain with businessman Behgjet Pacolli. A specific appendix has been inserted within the concession contract, “Appendix no. 3”, which obliges the Albanian government to pay in full the difference in planned revenues from the private company, if the airport does not reach the expected figures during the first 10 years. The payment must be made within 30 days, otherwise the state is penalized with 5% interest for each year of delay.
The Rama-Pacolli bargain goes even further: the concessionaire company can repay its obligations to the state through the deduction of these compensation payments. According to the accompanying table, Vlora Airport predicts 150 million euros in revenue in the first 10 years, while the Albanian state will only give 2% of the annual profit, calculated according to the balance sheets that Pacolli himself will declare.
If actual revenues fall below expectations, the Albanian government is forced to cover the difference with taxpayers' money. This means that company losses will be covered by the state budget, while private profits remain untouched. In a country where tax balances are controlled by subordinates of the prime minister, the risk of intentional underreporting of losses is clear.
The Vlora Airport contract, in the form it was signed, is not an investment, but a scheme to extort public money in favor of a businessman with shady international connections, guaranteed by the country's prime minister himself./ Pamphlet
