Gjergj Luca has received the biggest international blow. After the arrest of Pëllumb Gjoka and his partners Dorian and Syrjan Tola, the Japanese businessmen of the fishing corporation "Kiyomura" and the Japanese government itself stopped all cooperation with the company "Rozafa Sh.pk". The reason: unpaid debts, fraud in the agreement and indications of drug trafficking with fishing boats.
Luca's connection with Japan was made possible by Edi Rama. The Prime Minister presented him as a correct businessman and even as a "representative of the entire fishing sector", selling him as a state figure. These deceptions were served to the Japanese Ambassador, Takada Mitsuyuki, Minister of State Minoru Kiuchi and the president of "Kiyomura", Kiyoshi Kimura.
In November 2019, with SP ministers and deputies, a ceremony to present the cooperation was organized at the “City Fish-Rozafa” resort. Japan, with the guarantee of the Albanian government, donated five ships to the Ministry of Agriculture during the years 2021–2023. But instead of putting them to use for state inspections, Luca took them and equipped them with the “Rozafa” logo, using them for his private business.
To strengthen the false profile, in 2022 he organized a “Japanese Culture Day” in Elbasan, with the presence of the ambassador and SP ministers. He even got into the Japanese potato business, asking for free state land. Rama and the Minister of Agriculture, Anila Denaj, promised him 250 hectares in September 2024.
But everything fell apart when Luca, deep in debt, asked for a 20 million euro loan from his Japanese partners. This was the moment when the businessmen and the Japanese government became convinced that they were not dealing with a reliable partner, but with a trafficker protected by the Albanian government./ Pamphlet
