The cultivation of cannabis was approved by Law No. 61/2023, dated July 20, 2023, as a personal and dictating insistence of Edi Rama, over the parliamentary majority that voted without any opposition.
But the international organizations, which pave the way for and supervise this business in countries outside the USA-EU, are skeptical about the correctness of the Albanian government, in concretizing this activity, due to the fact that the dome of power is related to the criminal groups of drug cultivation-trafficking .
According to the partnership condition with the supervisory bodies, in October 2023, Prime Minister Edi Rama sent to the Organization for Economic Cooperation and Development (OECD) based in Paris, the names of 30 candidate companies with Albanian and foreign partners, selected in advance, that will be licensed for the cultivation of cannabis on a total area of 200 hectares.

But this organization has rejected the names of subjects proposed by Edi Rama, as a partnership of Albanian companies with Turkish, Italian, Serbian, Australian, English, Norwegian, German, Swiss, Bulgarian, Dutch, Spanish, Japanese and Finnish businesses.
The OECD rejected them, because it turned out that behind the logos of foreign partner firms, which Edi Rama selected and proposed, are individuals and groups involved in drug trafficking and money laundering.
In the same way, the partner services, consulted with the FBI, DEA, Europol, Anti-Mafia and SPAK, have discovered that behind the Albanian partner firms, there are exponents and groups of drug trafficking, tax havens, money laundering and banks with Russian connections. chinese.
In addition to the files that the US-EU agencies have, the rejection was made, also because Prime Minister Edi Rama did not accompany the proposals for the subjects of cannabis cultivation in Albania with a description of their activity and criminal purity.
The scandal is the fact that the 30 subjects proposed by Edi Rama for the cultivation of cannabis in Albania; before being proposed to the OECD, for cannabis cultivation licenses, they applied for certifications to the European Medicines Agency (EMA) and the American Food and Drug Administration (FDA), a fact that proves that they are default customers.
But these agencies have also refused their certification for cannabis cultivation activity and its export; first, because they do not have the criterion of time experience of this business; and secondly, because they are filed for involvement in drug trafficking and other criminal activities.
The rejection for the subjects proposed by Edi Rama was also done by the European Drug Center, which is a partner of DEA, FBI and EUROPOL and has files on every individual of the drug trafficking group.
Denmark, France, Austria, Luxembourg, Canada, Germany, Sweden and Belgium are the 8 member states of the OECD, which vetoed and rejected 30 foreign and Albanian joint entities, which Prime Minister Edi Rama proposed for licensing the cultivation of cannabis.
