The TEC in Roskovec is an investment of the General Secretary of the Prime Minister, Engjëll Agaçi, in partnership with the oligarch Bashkim Ulaj, a preferential and clientelistic project, which was approved with accelerated procedures by the government and the municipality.

By decision No. 153, dated December 29, 2023 of Mayor Majlinda Bufi, it was ordered to change the Territorial Development Plan, for the residential and agricultural area, where the TPP will be built.
Within the day, by Order No. 253, dated December 29, 2023 of the mayor Majlinda Bufi, the working group for the change of the Territorial Development Plan was set up, composed of officials of this municipality, without the experts of the Fier District Council and the National Council of the Territory.
With Letter No. 510, dated January 25, 2024, the Minister of Tourism and Environment, Mirela Kumbaro, was asked for approval for the TEC permit, while Kumbaro, with Letter No. 510/1, dated March 3, 2024, deceived as if he had listened to the residents within the ministry, and they accepted the construction of the TEC, without the need to draw up the environmental study report, since there are no harmful effects.
With Letter No. 2077, dated March 20, 2024, the Municipality of Roskovec, approved the change of the territory plan and approved the acceptance of the project for the construction of the TEC.
While 1 day later, on March 21, 2024, the National Territorial Planning Agency, referring to the decision of the mayor of Roskovec, Majlinda Bufi; the decision of the Minister Mirela Kumbaro and the decision of the Minister of Agriculture Anila Denaj, for the return of agricultural land to energy investment land, has approved the permission for the construction of the TEC within the agricultural and residential area Suk-1 and Suk-2 on an area of 710 hectares .
With Authorization No. 2941, dated April 22, 2024, of the National Agency of the Territory, the Deputy Chairperson of the Roskovec Municipal Council, Ermira Buzi, signed the consent of the Municipality for the construction of the TEC.
After 4 days, with the proposal of the mayor Majlinda Bufi and Decision No. 30, dated April 26, 2024, the Municipal Council approved the permission for the construction of the TEC, while on April 29, 2024, the National Council of the Territory, in a special meeting, chaired by Prime Minister Edi Rama and with the presence of Secretary Angel Agaçi and ministers Kumbaro of Denaj, approved the permit for the construction of the TPP of Úngjëll Agac and Bashkim Ulaj, but without marking the date in the decision.
