At the beginning of this week, the head of SPAK, Altin Dumani, was sent a reminder letter by the European Office Against Fraud and Fraud of EU Funds, regarding the criminal report that this EU office made for corruption with agricultural funds given to AZHBR in the years 2017-2020.
OLAF made the criminal complaint to SPAK on June 13, 2021, for 134 million Euros of the EU "IPARD-II" fund, which were not given to farmers, but were stolen with false projects, given to tower builders , rulers and traffickers, with the decisions of the former Director of AZHBR, Frida Krifca in cooperation with her subordinates.
On June 22, 2021, the Directorate of Agriculture and Rural Development of the European Commission announced to Prime Minister Edi Rama, the former Minister of Agriculture, Milva Ikonomi and the former Director of AZHBR, Frida Krifca, that the EU would cut off agricultural funds for Albania.
Against Frida Kirca and 7 of her subordinates, OLAF filed 74 cases of abuse of farmers' funds, demanding the investigation and prosecution of the perpetrators of financial crime and the obligation of the illegal beneficiaries to return the millions they received.
As early as June 2021, when the EU filed the criminal complaint against Frida Krifca and her subordinates, SPAK did not start any investigation process, while in September 2021, Prime Minister Edi Rama, who had received the EU's report on the abuses of funds, made a mistake by appointed Minister of Agriculture.
In September 2022 and January 2023, the European Office Against Fraud, Corruption and Theft of EU Funds filed two more files with cases of abuse of agricultural funds in SPAK, but SPAK left the criminal complaint silent.
In May 2023, representatives of the EU's OLAF office came again to SPAK's offices, where they asked for clarification on the progress of the investigation, while on September 28, 2023, the head of SPAK, Altin Dumani, declared to the media that he had launched an investigation into the agricultural funds of EU.
But the investigation was left in silence again, and with no action from SPAK for 2 years and 9 months since the report; not even the questioning of Frida Krifca, the European Office against Fraud, Corruption and Theft of EU Funds, sent a reminder letter to Altin Duman earlier this week.
According to the information provided by "Pamphlet", the OLAF office of the EU has declared to the head of SPAK Altin Dumani, that if he does not close the investigation of agricultural funds within the month of April 2024, the file will be taken for investigation to EUROJUST, treating it as " international financial crime".
Which means, that EUROJUST prosecutors will investigate the reported Frida Krifca and her 7 subordinates themselves; summoning them to Brussels, and if they refuse to appear voluntarily, mandatory legal forms and means will be used, mandatory international legal forms and means will be used, to investigate and judge them in isolation there.
