On December 27, 2023, "Pamphlet" warned that Prime Minister Edi Rama will not allow elections for the mayor of Himara, but will hold it with one of the vice-presidents Pervin Gjikuria and Blerina Bala.
According to the law on local government, 1 month after the failure to appear for the oath of the elected mayor Fredi Beleri, the new Municipal Council of Himara had to turn to the Vlora District Council and through it, the CEC, to announce new elections for the president, which according to the calendar should have taken place within the month of August 2023.
But the Municipal Council - Himarë and the District Council - Vlorë, which have a SP majority, did not implement these legal obligations, because they did not allow Edi Rama to continue Jorgo Goro's duties.
The imprisonment of Fredi Beler for almost 1 year and the imprisonment of the acting mayor Jorgo Goros dictates the implementation of the law, that the municipality is run by one of the vice-mayors; while the CEC, in cooperation with the District Council-Vlora, should ask the President to set the date of the elections no later than 30 days, which according to the calendar should be within the month of June 2024.
But Edi Rama is continuing the game not to let go of the leadership of the Municipality of Himara and in the remaining 3 years of the mandate, with 1 of the 2 deputy mayors, who are local SP leaders.
Pursuant to this scheme, the Municipal Council of Himara announced that on March 29, 2024, one of the vice-mayors, Pervin Gjikuria and Blerina Bala, will be appointed to the role of mayor, instead of the arrested former mayor Jorgo Goro.
But in the notification of the Municipal Council-Himarë, there is no stipulation that the deputy mayor commanded by the mayor will lead the municipality until the election, mandate and swearing in of the new mayor.
This is enough to understand that Babloku will not allow new elections for the mayor of Himara, implementing the management scheme with the deputy mayor of the SP, in order not to let go of this municipality, where there is 70% of the municipal council .
So, the Himarë Municipality can be run by Pervin Gjikuria, who is the chairman of PS Himarë and a family member of Milo and Lenc Gjikuria, but illegally and on the border of some other oligarchs, to whom he signed land documents, construction permits and tenders.
For information, the Deputy Mayor of Himarë Municipality, Pervin Gjikuria, is the former Consul of Albania in Ioannina; who on February 13, 2019, disappeared 100 passports of Albanian immigrants in Greece, fabricating a robbery in Athens, but sold them to the underworld.
After this scandal, Pervin Gjikuria was prosecuted in Albania and the file is still open; while Edi Rama dismissed him from his position in April 2019, but on February 20, 2020 he appointed him the chairman of SP-Himara and then deputy mayor.
