On October 6, 2023, the official husband of former minister Olta Xhaçka, former socialist deputy Artan Gaxhi, was summoned to SPAK, as a person involved in the robbery with false documents, of 5512 m2 of state land in Himare and obtaining strategic investor status for the resort "Dreamades Luxury Suites".
On October 25, SPAK seized the land area of 5512 m2, stolen from the Xhaçka-Gaçi couple and blocked the resort works, but did not seize the other 5080 m2 of state-owned land, which they received from the government, while in fact the resort works are continuing.
After SPAK's decision, Prime Minister Edi Rama did not cancel the permit of Olta Xhaçka's resort, leaving it in silence, with the opinion that the investigation would be closed.
But the investigation was not closed and went to the handcuffing of the mayor of Himara, Jorgo Goro, who, with the evidence that SPAK has and that the court evaluated, in the amount of the arrest, it turns out that he is an active part of the robbery of the land with false papers, together with the husband of Olta Xhacka.
Even after the arrest of Jorgo Goros, Prime Minister Edi Rama is not canceling the permit for the "Dreamades Luxury Suites" resort of Olta Xhaçka in Himara, although the law on Strategic Investments obliges him, in cases where the beneficiary has obtained the permit with abuses.
In Article 19 of Law No. 55/2015, dated May 28, 2015, this obligation is defined for Prime Minister Edi Rama: - "In the event that during the preparations, development and implementation of the strategic investment project, it is established that there are false data, the Strategic Investments Committee revokes the decision on granting strategic investor status".
In the file of the resort of Olta Xhaçka, fraud and falsification of maps and property deeds were discovered, resulting in the theft of 5,512 m2 of state land and the benefit of 5,080 m2 as a gift from the state as a strategic investor.
Xhaçka's husband is under investigation for this written, property and official crime, the Mayor Jorgo Goro and other officials are in handcuffs, and the looted land has been seized.
In addition to the obligation to cancel the resort permit of the strategic investor title; in article 20 of the law, it is stated that after the removal of the permit, the Minister of Tourism-Environment forces the investor to restore the surface of the land to its previous state at his own expense.
