The Durrës Fishing Port, granted a concession in 2020, has been without a permanent presence of state control structures for several years, according to reported information. The organization that took over the port declared liquidation in 2021, but the infrastructure continues to be managed by the same group. Names related to this activity have been mentioned in investigations and arrests abroad for drug trafficking. The issue has raised debate on the implementation of the contract, compliance with guidelines for the management of public infrastructure and the level of institutional control at a strategic port point.
While Prime Minister Edi Rama vows to fight drug trafficking and signs control and security agreements with internationals, the well-known group of traffickers led by Gjergj Luca has taken over a port base where no control is exercised.
Information received by "Pamphlet" from police sources indicates that there is no state control in the Durrës Fishing Port, which has been put into use by the fishermen's association.
Because since January 2021, at the Durrës Fishing Port, the State Police, Border Guard, migration control service and Port Authority control service, which are required to be present and active "non-stop", have been removed.
They do not even perform open and covert services, nor do other agencies for monitoring, tracking cross-border criminal activities and national security, such as SHISH, Anti-trafficking, Anti-terrorism, Anti-smuggling and Customs Investigation.
In July 2020, Prime Minister Edi Rama granted a 30-year concession to trafficker Gjergj Luca, his 3 trafficking associates Qemal Beu, Dorjan Beu and Syrjan Tola, and 6 other fishermen, the fishing port in Durrës with an area of 130 thousand m2, on behalf of the Fishing Port Management Organization.
Eight months after the activity, specifically on February 26, 2021, Gjergj Luca and his fishing and trafficking partners; Qemal Beu, Dorjan Beu and Syrjan Tola, by putting pressure on their 6 partners, put the fishing organization into a fictitious liquidation process.
The reason was the information that the DEA, Europol, Anti-Mafia and Italian Justice sent to the police and Albanian anti-crime and security agencies, regarding drug trafficking through the ships of the fishing organization based in Durrës.
But for 4 years, the "Luca-Beu" group has not handed over the Fishing Port, continuing the activity of port trading in fishing and drug trafficking and smuggling, while the government's contracting institutions do not dare to take the Fishing Port away from them, because they know that the fisherman and trafficker Gjergj Luca is a friend of Prime Minister Edi Rama.
On October 19, 2023, the Italian police announced the arrest in flagrante delicto with quantities of cocaine, 3 Albanian traffickers, specifically Emirjan Beu, Dorian Beu and Syrjan Tola, partners of trafficker Gjergj Luca in the Fishing Port business, two of whom are the sons of Qemal Beu, partner and director of the fishing organization.
As early as January 21, 2023, SPAK had issued arrest warrants for Gjergj Luca's 3 partners, but notified by the State Police before the arrest, they had fled to Italy, where they continued their drug trafficking activities and were arrested there.
According to Instruction No. 6, dated May 7, 2018, on the forms and procedures for the transfer of management of public fishing infrastructure from private entities; the Gjergj Luca group should have had the Fishing Port removed from it as early as February 2021, when they declared their transition to liquidation.
But the government is not taking away the Fishing Port, invested with a 12 million Euro loan from the Islamic Bank, while Gjergj Luca and his group continue to rent out customs warehouses, squares, piers and other port buildings, putting millions in their pockets and freely engaging in drug trafficking in the absence of the police./ Pamphlet
