The National Water Supply and Sewerage Agency has announced the winner of a 3.4 million euro tender in Saranda, the company “Ed Konstruksion” sh.pk. The company and its associates are under investigation by SPAK for the Memaliaj water supply issue, where according to criminal proceedings, violations have been found in the award and implementation of the contract. Despite ongoing investigations, the entity has been announced the winner of a new public contract, raising questions about the selection criteria and the implementation of integrity standards in public procurement.
The heads of the National Water Supply and Sewerage Agency have awarded a tender worth 3.4 million Euros to the company "Ed Konstruksion" sh.pk, owned by 90-year-old Ramadan Ibrahimi.
In the Public Procurement Bulletin dated February 16, 2026, the National Water Supply and Sewerage Agency announced the development of the tender with the object: "Construction of the sewerage network in the "Baba Rexhepi" neighborhood and the connection of the collector to the Saranda boulevard."
Every builder who has a business license has the right to request and receive tenders even if they are 100 years old, but the owners of the company "Ed Konstruksion" sh.pk are under investigation by SPAK for falsifying documents and stealing public funds, in the tender for the Memaliaj regional water supply, together with the company "KEG" sh.pk.
The tender value was 5 million Euros, awarded by the former mayor of Memaliaj, Gjolek Guci, without competition and with 99.99% of the limit fund; while the 90-year-old owner Ramadan Ibrahimi of the company "Ed Konstruksion" sh.pk, in violation of the contract, awarded the works to the firm that had done the project.
It was given to the company "Artreum Generation" sh.pk, owned by Lorenc Bami, Director of Urban Planning at the Municipality of Tepelena, in an investigation for corruption with tenders, construction permits, public lands and IPARD funds, together with former mayor Tërmet Peçi.
In the report of the KLSH on October 28, 2024 and in Criminal Proceedings No. 216, dated November 4, 2024 by SPAK, it is stated that the former mayor of Memaliaj, Gjolek Guci, in collaboration with the owners of the company "Ed Konstruksion" sh.pk and "KEG" sh.pk, predetermined the receipt of the tender for the construction of the water supply worth 5 million Euros.
According to SPAK's investigative file, payments were made before the works began; the contract value was given 30% higher than the real cost of the project, while the water supply system should have been completed and put into operation by May 2023, but so far, only 20% of the works have been completed.
While the owners of the company "Ed Konstruksion" sh.pk are under investigation by SPAK, for the affair with the Memaliaj water supply and other tenders, the Water Supply and Sewerage Agency, after the penalty, also awarded the 3.4 million Euro tender for the Saranda sewerage./ Pamphlet
