The director of the "Albanian Post" closes his mandate with 21 tenders in the last minutes, among them two luxury car rental contracts from the company of the husband of the mayor of Durrës.
In its bulletin dated October 27, 2025, the Albanian Post published Ardit Demir's last tenders, before his dismissal from office. Two of them, worth over 1.1 million euros, were awarded to the company "Eurocar Rentals Sh.pk", which is de facto owned by the husband and brother-in-law of the mayor Emiriana Sako, through a recycled scheme with fictitious "rival" companies.
In his final hours in office, the general director of the Albanian Post, Ardit Demiri, signed 21 public tenders – a “suitcase” of contracts for the government clients and political beneficiaries who have kept him in office.
Among them, two tenders for car rentals, with a combined value of 1 million 160 thousand euros, were awarded through a scheme involving the closest relatives of the mayor of Durrës, Emiriana Sako.
According to documents published in the Public Procurement Bulletin on October 27, 2025, the company "Eurocar Rentals Sh.pk" has been declared the winner in two tenders:
First tender: “Renting of vans”, with a limit fund of 970 thousand euros including VAT, won with a bid of 950 thousand euros – or 98% of the limit fund.
Second tender: “Renting of SUV type vehicles”, with a limit fund of 220 thousand euros, won with a bid of 210 thousand euros – or 95% of the limit fund.
In both cases, the winner is the same company: “Eurocar Rentals”, which according to data from the National Business Center (NBC) is the family property of Emiriana Sako’s husband and brother-in-law.
The company was created in March 2017 by Edmond Shahini, the brother of Sako’s husband, and was later “sold” for 1 million lek to Indrit Lama, another family member who serves as a formal administrator, while real control remains in the hands of the Shahini family.
After the first publications about the conflict of interest and the 17 million euro joint tender between “Eurocar Rentals” and “Mektrin Motors” – the other company of Sako’s husband, Landi Shahini – the family has attempted to disguise the ownership, using new names for the competition and their own “rival” companies.
In the latest tenders of “Albanian Post”, the company “Antigone Rentals Sh.pk” has also been included as a “competing” participant, offering only 2% higher, to create the appearance of competition, while in fact it is a subsidiary of the same family group, with the same address and operating staff.
Sources from within the Albanian Post confirm that these tenders were signed in the last days before the dismissal of Ardit Demir, so that they would not be blocked by the new director.
In total, for transportation and car rentals alone, the public institution has spent nearly 2 million euros, while the Post itself is at a loss and without real investments in infrastructure.
This is not the first time that companies linked to the family of the mayor of Durrës have benefited from public funds through state institutions and municipalities.
Since 2021, “Mektrin Motors” and “Eurocar Rentals” have received over 25 million euros in tenders for vehicles, maintenance, fuel and car rentals from ministries, municipalities and public enterprises.
However, neither SPAK nor the Public Procurement Agency have opened an investigative procedure for conflict of interest, even though the links between beneficiaries and public officials are officially documented.
Essentially, this is another typical scheme of local government of the Renaissance: senior officials, their spouses and family members control public tenders, while the "Albanian Post" and other state institutions are used as private safes for distributing contracts on the eve of leadership changes.
All evidence shows that Ardit Demir's latest tenders were not administrative, but political – a settling of scores and rewarding of friends of the system before the directorate changes hands.
And, as always, the ultimate winner is the same circle of power that connects Tirana with Durrës, where cars circulate without competition, tenders without transparency and managers without responsibility./ Pamphlet
