
The former director of "Albpetrol", caught in the audits of the Albanian Supreme Audit Office for abuses with fictitious tenders and salaries, has built a luxury resort in Lungomare through his wife and former employees, with a typical money laundering scheme.
Reports from the Supreme State Audit Office revealed serious financial violations at “Albpetrol” during the years when it was run by Endri Puka. Today, after a decade and without any criminal prosecution, the former director has transformed into a “tourism investor”, hiding stolen assets through his wife and fictitious partners in the “Azar Luxury Hotel” resort, worth 25 million euros.
The major abuses of 2013–2018 at “Albpetrol”, discovered by the Supreme State Audit Office, did not end with a criminal investigation, but with the establishment of a private tourist empire on the Albanian coast.
At the center of this transformation stands Endri Puka, the former general director of “Albpetrol”, who, after being dismissed from his post, used millions of stolen euros to set up a network of shell companies and then to “launder” his capital in a luxury resort in Lungomare-Vlora.
Official reports from the Albanian Supreme Audit Office show that during his tenure, "Albpetrol" damaged the state budget by tens of millions of euros through:
- Manipulated tenders for the maintenance and production of oil wells,
- Fictitious employee payments, up to 20% above the real organic,
- Granting licenses and contracts for the exploitation of oil in conflict of interest.
Despite this evidence, Albanian justice never touched Endri Puka, who was protected by his political connections with the power structure and, according to "Pamphlet" sources, "paid for his freedom" with large sums of money to avoid prison and the seizure of his assets.
After leaving "Albpetrol", Puka founded several companies in his name and that of his wife Ela Puka, to justify the flow of money. Then, "tourist investments" were launched that would serve as a factory for laundering illegal capital.
On July 9, 2018, one of his close employees, Ermir Avdaj from Rrëshen, registered the company “AT Oricum sh.pk” with the trade name “Azar Luxury Hotel”, in the Uji i Ftohtë area, Vlora.
Initial capital: only 100 thousand new lekë.
Three months later, the company began construction of a tourist resort worth 25 million euros, an unjustifiable investment for an employee who had worked at “Albpetrol”.
According to official documents, after the construction of the resort, on July 30, 2020, Avdaj “sold” the company for 10 thousand euros to citizen Konstantinos Moula, a fuel trader who had worked with Albpetrol and Bankers Petroleum contracting companies, at the time when Puka was a director.
Then, on August 28, 2025, Moula sold 51% of the shares for 510 euros to Ela Puka, Endri Puka’s wife, and 49% for 490 euros to Eraldo Sheko, another former employee of “Albpetrol” and the Vlora water supply company, who served in monitoring oil company contracts.

At first glance, it seems like an absurd transaction: a 25 million euro resort is sold for 1000 euros.
But in reality, it is a sophisticated money laundering scheme, where its employees are used as "fictitious partners", while the real owner remains Endri Puka himself.
Just a week after the purchase, Ela Puka changed the company's statute by introducing a new clause: each partner is obliged to sell the shares to the majority at the initial purchase price.
This paves the way for Puka's wife to take 100% of the ownership, legalizing the laundering of assets through legal documents.

"Pamflet" sources claim that "Azar Luxury Hotel" is today the largest private resort built by former public officials with undeclared money, a typical case that should be under the jurisdiction of SPAK for an investigation into money laundering and high-level corruption.
If this case is verified by the justice institutions, it would prove a complete chain of corruption from "Albpetrol" to the tourism sector, where former oil officials are laundering stolen money in seaside resorts.
The story of Endri and Ela Puka is the clearest illustration of how state economic crime is transformed into private luxury.
From oil tenders and contracts, to investments in 5-star hotels, the path is clear: corruption wears the investor's suit.
Now the ball is in SPAK's court: either it will follow the money, or it will prove that in Albania, stolen money is not only not punished, but is rewarded with seaside resorts./ Pamphlet
