90.6 billion Lek or 922 million Euro are State Budget payments for 15 Concessions in the last 10 years.
The data have been published by " Open Data Albania ". According to the study, the company "Gjoka 87", which is the implementer of the concession contract for Construction, Operation and Maintenance of Arbri Street, remains the company with the highest value of budget payments made, with a weight of about 20% of the total payments for the referred period. .
Followed by the company "S2 Albania" shpk which is the executor of the contract Financing, setting up and operating the service of scanning containers and other vehicles in the Republic of Albania, with about 13.1 billion Lek or 15% of the total. As well as the company "Sani Service" shpk which is the implementer of the PPP concession contract "For integrated services for the provision of a customized set of surgical instruments".
According to "Open Data", for the years 2015 - 2023 the presented values are realization, the years 2024 and 2025 are planning and approved budget. To create this dataset, well-structured data of the Concession Register, a database register, with information and public documents for each PPP contract and Concession created by the AIS organization, were used. The Register has information on the given Contracts, Business Companies that Implement these Contracts, Contractual Objects, Economic Performance, Financial and Administrative Management, Budgetary Payments, etc. While in order to record the payments, information from the annual budget implementation reports for each year, the mid-year report on the implementation of the 2024 budget, and the draft law for the 2025 budget were used.
During the period 2013-2025, 15 concession or PPP contracts were approved or operated with budget support, currently only 11.
Specifically, the contracts defined as non-active are:
-Construction, operation and transfer of the incinerator for the processing of urban waste of the Municipality of Fier, implemented by the company Integrated Technology Waste Treatment Fier sh.pk. Currently this PPP company is under the measure of property insurance preventive seizure, decision no. 134 dated 28.03.2022 Court First Degree Special for Corruption and Organized Crime.
-Construction, operation and transfer of the incinerator for the processing of urban waste of the Municipality of Elbasan, with the implementing company Albtek Energy sh.pk Currently, in the measure of property insurance, preventive seizure, decision no. 484 dated 13.12.2021 of the Special Court of the First Instance for Corruption and Organized Crime.
- Design-Construction-Financing and Maintenance of the Milot Balldren road segment with implementing company Bardh Konstruksion sh.pk In the Report of the Ministry of Finance and Economy for the year 2023, it is announced that the Ministry of Infrastructure and Energy in the capacity of the Contracting Authority has notified the company "Bardh Konstruksion" sh.pk, for the termination of the concession contract as a result of non-fulfillment of the conditions of the PPP concession contract on the part of the Concessionary Company, provided for in Article 7 "Non-fulfillment of Preconditions" as well as in point 4.2 of Article 21 "Financial Closure". For this contract, 3.1 million Lek have been paid by the State Budget for the 2021 budget year.
From 2015 to November 2024, budget payments made amount to 90.6 billion Lek or about 922 million Euros. Previously, there were no PPP contracts with activated budget support.
By sectors. PPP contracts, which are accompanied by budget support, are in the following sectors:
1. Maritime and Road Infrastructures 31.1 billion ALL budget payments or 34.4% of the total budget expenditures for PPP concessions.
2. The Health sector and the four PPP concession contracts hold the second place according to the total value of the concession. Until now, 29.5 billion Lek or 32.6% of the total value of budget payments for PPP ten-year concessions have been paid.
3. Waste Management or Incinerators with three PPP contracts marks 15.2 billion Lek payments or about 16.8% of the total value of budget payments for the ten-year PPP.
4. Fiscal control with about 13.1 billion ALL payments made from the state budget or about 14.5% of the total.
5. Urban development or construction of educational institutions with PPP with 1.5 billion paid for the referred period or 1.7% of the total.
For the year 2025, the total value planned to be paid by the State Budget for Concessionary or PPP contracts with budget support is 14.2 billion Lek or about 145 million Euros. This value is for the 11 Concessionary or PPP contracts which are active.
Budgetary Planning and Approval for PPP Payments and Concessions 2025. The biggest weight in the budget payments planned for 2025 is occupied by the contract of Construction, Operation and Maintenance of Arbri Street with implementation company Gjoka 87 sh.pk, where it is planned to be paid value of 3.36 billion Lek from the State Budget, thus accounting for about 24% of the total budget payments of planned for PPP concessions with budget support.
The PPP concession contract "For the provision of medical laboratory services" with the implementation company Laboratory Netëorks sh.pk and the PPP concession contract "For integrated services for the provision of a personalized set of surgical instruments" with the implementation company have a significant weight in the total. Sani Service sh.pk, where a budget of 1.9 billion Lek or 13% of the total total payments is planned for each of them respectively.
Meanwhile, for the contract of scanning containers and vehicles in the Republic of Albania with implementing company S2 Albania shpk, it is estimated to liquidate about 1.57 billion Lek or about 11% of the fund provided for PPP contracts with budget support for 2025. For the PPP concession contract "Construction landfill, incinerator and rehabilitation of the existing landfills in Tirana", implemented by Integrated Energy BV SPV sh.pk, are expected to be paid around 1.27 billion Lek from the State Budget, or about 9% of the total payments planned for PPP in 2025.
This year, for the contract "Design-Construction-Financing and Maintenance of the road segment Yacht Port-Orikum-Dukat" with the implementing company Rruga Llogara Orikum sh.pk, it is planned to liquidate about 956 million Lek, or 7% of the total payments of planned.
According to the sectors, the highest part of the budget payments is occupied by Concession contracts in the Health sector with about 5.6 billion Lek or 40% of the planned budget payments for PPP concessions for 2025. Contracts in the road transport sector are expected to be about 5 billion Lek or 35% of total budget payments. Meanwhile, about 11% of budget payments in the amount of 1.6 billion Lek are planned for the fiscal control sector (vehicle scanning contract), followed by payments in the waste management sector (only the Tirana incinerator contract) in the amount of 1.27 billion Lek. and the Urban Development sector in the amount of 715 million Lek (5% of the total). / Pamphlet
