The investor, builder and user of the Roskovec TPP will be the company "Fier Thermoelectric Sh.a", with 70% ownership by the two Greeks Efstathios Natsis and Georgios Kouvaris, while 30% ownership is held by the oligarch Bashkim Ulaj, with an address at the tower of his "Aba Business Center" - Tirana.
But the official document that "Pamphlet" is publishing, reveals the fact that Bashkim Ulaj had seized the deal for the construction permit of the TEC in Roskovoc 2 years ago, preparing the documentation, while Edi Rama and the ministers signed it, as they did. even with landfills.
The truth of the permission of this TPP is as follows: The Government approved the construction on December 18, 2024, accompanied by the definition of the Roskovecin construction area, the area, the energy production capacity, the term of use as PPP and the technical, technological and environmental, which will be implemented by the company "Fier Thermoelectric Sh.a".
But the company "Fier Thermoelectric Sh.a" was created on September 28, 2022, or 2 years and 3 months before Bablok's decision came out; which, it is no coincidence that it has the same specifications and the Roskovec area, as the government has decided on December 18, 2024.
This fact testifies to preliminary bargaining between Bablok and Bashkim Ulaj, to build and use the TEC in Roskovec, which has already been made a government decision and will be built and poison the entire area, if the residents will allow it.
Even Bashkim Ulaj and the two Greek partners, 1 year before the creation of the TEC company, predicted that the permit would be approved by the Mayor of Roskovec, Majlinda Bufi, the municipal council, the Prefect of the Fier District, KKRT and the Minister of Tourism- Environment, Mirela Kumbaro.
Specifically, on March 26, 2024, in a 10-minute meeting, Mayor Majlinda Bufi and SP councilors approved the TPP, with false environmental reports and without consultation with residents.
During an electoral meeting on April 3, 2021 in Roskovec, Prime Minister Edi Rama said: - Within 3 years, we have an agro-agricultural and tourism development project, to make the Roskovec area like the Tuscany of Italy, with these picturesque hills, lakes and 1000 hectares of fertile land.

This TEC was planned to be built in Ioannina, Greece, but the EU did not allow it, while Babloku approved it in Roskovec; who is using Albania as a waste, clandestine gas station and as a ground for TEC ships and the construction of pipelines within residential and agricultural areas.
One more fact: in the list of those to whom the Albanian government gave permission for the construction of the TEC in Roskovec on December 18, 2024, the partner and chairman of the board of the company, is the Greek Efstathios Natsis who lived in New York, who has died on March 27, 2024 at the age of 70, but Babloku and Bashkim Ulaj have declared him alive./ Pamphlet
