The strategic investors of the Rama government, after stealing the funds and taking the money, have abandoned the works of 12.5 million euros for the Lura road.
The news that was denounced by Pamphlet two years ago, was confirmed yesterday by the deputy, Elda Hoti, who stated that the subcontractor Skënder Bokçiu with his company 'Arifaj' has abandoned the works for the construction of the Lura road, which was expected to be closed in 2023.
According to Hoti, the funds that were supposed to be used for the construction of this road and the development of the area, have gone to the strategic investors of the government.
"A project promised years ago, promoted with excitement by the Prime Minister, today remains blocked, forgotten and without any hope of realization. The project for the reconstruction of the road Perlat - Fushë Lure - Arrëz, worth 12.5 million euros, developed by the Albanian Development Fund, is a highly corrupt contract. The works started in 2022 and have remained suspended," she emphasized.
Hoti said that the subcontractor has abandoned the works, while declaring that the Bulgarian contractor on the official website states that the contract of February 23, 2022, related to the ADF, started in March 2023 and would end in March 2024.
"Meanwhile, the money has been paid, because the contractor has only received 7 payment installments for this contract worth 681 thousand euros as VAT liquidation. The fund was stolen and the Mirditors and Dibrans were left without a way", said MP Hoti.
We remind you that for the construction of the Lura road, one of the natural wonders in the Balkans, Edi Rama and his greedy directors could not find a serious company with integrity. The tender for the Lura road was won by one of the most experienced and certified thieves in the field of public procurement.
It is about Skënder Bokçiu, who is behind the corruption company 'Arifaj', with activities in the field of construction. The company 'Arifaj' is predetermined to win the road tender by the head of the Albanian Development Fund, Dritan Agolli, one of the most corrupt directors in Albania.
Skender Bokçiu is a registered, certified and convicted character for corruption with tenders, for theft of public funds, corruption of public officials, as a realtor, swindler and as a person who does not learn and is not rehabilitated by punishments.
Skënder Bokçiu was previously arrested and convicted together with Nikoli Jaka, for bribery and corruption, on Has-Qafë Prushi street.
Bokçi made the prison and started the avaza again. In 2014, Skënder Bokçiu was arrested and convicted again, now as part of an organized scheme, for stealing the state budget with VAT refunds.
Skender Bokçiu was found guilty as part of a group of 20 thieves who, with the fraudulent VAT scheme, robbed 2.5 million euros of public money. He got out of prison for the second time and started avazi again, but this time hiding behind his wife, Rezarta Bokçiu.
When he was imprisoned for the first time for tender corruption, Skënder Bokçiu decided to transfer the construction company to his wife, Rezarta Bikçiu, who is still listed as the owner of 'Arifaj'.
The lady has nothing to do with the business, but she holds a seal in her hand and signs the documents they tell her to.
After his second release from prison, Skënder Bokçiu continued his old business as a realtor and corrupting high officials, an activity which is also reflected in the dubious tenders worth tens of millions of euros that his company received.
Edi Rama has found exactly this character, entrusting him with the construction of the Lura road, a project which he has begun to advertise in the propaganda lines of the Renaissance.
There are strong suspicions that the company 'Arifaj' has submitted false documents as it does not meet the technical criteria of the tender, while the allocation of money has already started. / Pamphlet
