The Municipality of Tropoja continues to be a cradle of corruption. Until the day he was put under "house arrest" by SPAK, Rexë Byberi continued to give tenders to his clients, without asking about laws. In fact, there is no fault that SPAK does not deal with the staggering abuses, but deals with the roads that have been built damaging the environment.
According to the information provided by "Pamphlet", 3 procurement procedures have been carried out in Tropoja Municipality, in flagrant violation.
1. Reconstruction of the 9-year-old school "Covenant of the Highlands". Tender development date 2.8.2024, REF-13019-07-12-2024, limit fund 82,500,060.00 - the winner was the company MANE/S - NIKA shpk worth 55.277,700 ALL, date 11.9.2024. 10 operators participated in this procedure.
2. Rehabilitation of the water catchment 'Zherka' dated 13.8.2024 1-2, REF-14934-07-31-2024, limit fund value 9 739 487 ALL, the winner was announced on 10.9.2024· ASI INVEST sh.pk worth 8 090 904 ALL.
3. Reconstruction of the irrigation channel Ura Vigi i Vakes - Cerrnica, tender date 31.7.2024 REF-12997-07-12-2024. The value of the limit fund is ALL 33,787,957, the winner on 30.8.2024 is the company Griald sh.pk with a value of ALL 26,999,633.
Abuse is about rating operators. As can be seen from the participation of the operators, all are disqualified except the winners, what stands out is that an operator declared winner in one procedure, is disqualified in the other, although the criteria are almost the same.
Specifically, the operator "Griald shpk", which was declared the winner in the project "Reconstruction of the irrigation channel Ura Vigi i Vakes - Cerrnice", was disqualified in two other procedures. So this operator meets the criteria in one procedure, and in two other procedures which are almost the same criteria, it is disqualified. This company is awarded the tender without submitting the works for the "Hysenukaj Street Rehabilitation" tender, which it won together with VLLAZNIMI SHPK - GRIALD SHPK, on 06-28 - 2024, the contract was signed, but the qualification of this company was made because the company "Vllaznimi shpk", the son of Rexhe Byber's uncle, is behind it.

Sipas këtyre kontratave, i bie që kompania 'Nika shpk’ t’i ketë punonjës dhe makineri të angazhuara paralelisht në tre kontrata, gjë që bie ndesh me ligjin e prokurimeve publike. Cila është arsyeja që kualifikohet kjo kompani? A mos vallë pas kësaj kompanie fshihen lidhje të afërta të familjarëve të Rexhë Byberit, sepse kjo kompani kishte edhe një tender në vitin 2023 me objekt “Rikonstruksion i rrugës së fshatit Kasaj”, REF-61721-03-07-2023, me vlerë 57 519 605 lekë. Afati ishte njëvjeçar për kryerjen e këtyre punimeve. Por gjatë punës në kantier, makineritë dhe punonjësit e ‘Nika shpk’ nuk u dukën asgjëkundi, punimet u kryen nga kompania e djalit të xhaxhait të Rexhë Byberit.
Me poshtë janë vlerësimet e procedurave ku shihen qartazi se të njëjtat kompani pjesëmarrëse diku kualifikohen diku skualifikohen sipas oreksit të Rexhë Byberaj dhe familjareve të tij.

2. PE-VLA-KU, për arsye:
-Nuk ka plotësuar kriterin 2.3.2 Pika D, pasi ka deklaruar 1 suvatues nga 2 të kërkuar.
3. BOE BAJRAMI N. & HTSH, për arsye:
-Nuk ka paguar energjinë elektrike
-Nuk ka deklaruar 2 manovratorë dhe 1 elektricist
4. RSM COMPANY, për arsye:
-Nuk ka deklaruar 1 hekurthyes dhe 1 sovatues
