Personally, Prime Minister Edi Rama, through government decisions called "collegial acts" of the Council of Ministers, in addition to donating public assets, has also turned the state budget into a "private barn" where his friends and clients receive millions of euros.
In the information provided by the "Pamphlet" from the Ministry of Finance, it is said that the government also pays the interest obligations of the loans that oligarchs, concessionaires and strategic investors have received from banks.
According to data from the State Treasury, which depends on the Ministry of Finance, it results that only during the period January 2023-July 2024, the government has paid 10.3 million Euros, for banking interests of private companies.
The government has paid this amount from the state budget, as a guarantor of the loans received by the PPP oligarchs, and those who invest in private projects in concessions with "1 Euro" contracts, in HPPs, resorts, roads, tunnels , villa complex, production line and medical concessions.
With government decisions, the following two favors for companies and private investors were deliberately introduced in the concession and strategic investor contracts:
1. In order to get loans, they are allowed to leave collateral in banks, state assets such as land, plots, facilities and concession contracts, which the government has given them with terms of 20-35 years.
2. If during the implementation of business development projects in these PPPs and strategic investments, private individuals do not have the opportunity to pay off the interest on bank loans, they are paid off by the government as the guarantor of these loans.
But if the government does not repay them, these assets, despite the fact that they belong to the state, are seized by the banks, because for the loans taken by the oligarchs, concessionaires and strategic investors, the government has become the guarantor, as was done and happened with the loans and the assets of the ARMO of Rezart Taçi of Sali and the Kosovars Blerim Hoxha and Baton Haxhiu of Edi Rama.
According to the information, the Albanian government has guaranteed and paid interest for 2 loans received by Rrok Gjoka for the roads Kardhiq-Delvinë and Rruga e Arbri, as well as for the loan received from Bashkim Ulaj for the road Thumanë-Kashar.
He paid bank interest for 3 loans that Gjergj Luca took for 3 factories-resorts in Labinot-Fushë of Elbasan, in Maliq and Librazhd; but the government has paid and continues to pay bank interest as a guarantee and for the loan received by Pëllumb Gjoka for the strategic investment resort in Velipoja, for the Gentian Sulaj resort in Lalz and HEC concessions.
So, in addition to the donation of the assets of the PPPs in millions of Euros, the government also paid the bank interest; but as we said above, if these interests are not paid even by the government, the banks seize the state assets, because Bablok put the government as the guarantor of the debts of the oligarchs./ Pamphlet
