The contracted environment for the collection of materials was a garage with a monthly rent of 420 thousand lek and the population data had a high risk of misuse. This is the conclusion reached by KLSH after the audit carried out to INSTAT, where the report states that the team set up in this process to secure a rented environment for the installation of electronic devices that serve to collect population and housing data has endangered sensitively the principles of security of sensitive data as well as their confidentiality.
The Institute of Statistics asked the Ministry of Defense for a minimum space of 650 m2 divided into 3 rooms, underlining that 'the materials are very important to be stored in conditions away from moisture, damage and unauthorized access and physical storage 24 hours ". However, in the absence of such a free place, INSTAT concluded a contract with a commercial entity for a warehouse for rent, which the audit of KLSH assesses as unsuitable space; which is monitored from 22:00-6:00 for 8 hours by a physical guard.
" From the audit of the 2023 Census Project, it was concluded that INSTAT has the obligation to take all appropriate measures to prevent unauthorized access to the installations where personal census data is kept. INSTAT must treat the collected, processed and stored census data as strictly confidential, not allowing individuals and other statistical units to be identified directly or indirectly. The group set up by the head of INSTAT violates the legal provisions. INSTAT has not adhered to the specifications of the surfaces according to the initial request addressed to the Ministry of Defense, as well as during the process of renting the premises from the conclusion of the contract together with the amendment carried out, the whole process has been unargued and unstudied. The unit where the tablets were stored, the environment was not equipped with an air-conditioning system, there was moisture in a part of it, and the rented facility was accessed from several entrances , the report states, " Top Channel " reports.
In the report it is emphasized that KLSH has performed the verification of the space contracted for rent, and it has been noticed, contrary to the law on the census, that the garage unit was used as a parking lot during the submission of data for the CENS 2023 process; while currently this environment does not have any material inside and is no longer used by INSTAT but continues to be paid monthly rent...
" On the part of the Head of the Institution, in cooperation with the management structures in INSTAT, take the necessary measures to set up a working group with the aim of analyzing the problems identified in relation to the process of selecting the premises and after identifying the deficiencies in relation to the conditions of security, to carry out concrete improvements by revising the terms of the lease contract, in order to prevent future risks from the loss of sensitive data within the Cens Project 2023, as well as to take out the relevant responsibilities on the non-compliance of the technical specifications ", the audit report states.
Of the 7,700 tablets purchased within CENSIT 2023, the audit reveals that 737 electronic devices continue to be used for other projects and the process of their total collection has not yet been finalized.
