Clans involved in interests and dirty work inside and outside the "Luigj Gurakuqi" University and criminal and political circles in Shkodra have been involved in a joint clientelist and illegal scheme, appointing the University Administrator, the notorious Mark Molla.
According to point 1, article 51 of the Law on Higher Education, the Administrator of the Public University is responsible for the financial functioning of the university, and is the legal representative for financial matters.
But there are also criteria that the candidate must not have been convicted by a final court decision; and that there must be no abuse in the administration of state institutions or companies.
According to the documents, Mark Molla, who was appointed administrator by criminal circles at the "Luigj Gurakuiq" University in Shkodra, turns out to be a "corrupt" figure; sentenced to 8 years in prison by a final decision, for theft of public property and forgery of documents.
More specifically, Mark Molla, father's name Ndoc and mother's name Lule, born on May 25, 1961, was sentenced to 8 years in prison by the Shkodra Court, with Decision No. 143, dated June 2, 1989; for embezzlement of public property, abuse of office and falsification of official documents.

Mark Molla has hidden the 8-year prison sentence, by not declaring it on the decriminalization form, but he cannot hide the Audit Report No. 5/1, dated January 17, 2022, conducted by the Supreme Audit Institution of Albania in Shkodra Water and Sewerage, for the period July 1, 2017-December 31, 2021, when he was an administrator, and which results in many financial affairs:
- Theft and falsification of documents in the 77 million lek tender for the purchase of vehicles.
- Theft during the summer season with water quantities in Velipojë, declaring 50% of billing, sales and collections; while out of 890 tourist business entities, 140 entities did not declare any water supply at all.
- Theft in the tender for the purchase of hydraulic equipment, with a fictitious additional fund of 110 million lek, for the implementation of the supply contract at the rate of 60% and fraud as if it was 100% implemented.
- Theft in the tender for the construction of a pumping station and water supply network in the village of Kullaj, Gruemira, worth 475 million lekë; resulted in unfinished work differences worth 135 million lekë, and fraud as if the project was 100% completed.
- Theft in the tender of 3 privately rented vehicles, worth 174 million lek for 5 years, but which were out of order and not used, while Mark Molla signed the payments.
Mark Molla's financial adventures reached such absurdity that for the Shkodra Waterworks, he hired 3 hospital doctors for the years 2016-2022, supposedly for the medical check-ups of employees, with a salary of 24 million lek, doctors who did not go to work a single day, because they were full-time at the Shkodra hospital.
One of the SAI's recommendations for the Municipality of Shkodër was the dismissal of the Water Supply Administrator, Mark Molla; a recommendation from 2016, with evidence of theft and abuse.
