The cleaning of the police dome from leaders involved in crimes, especially the removal of those who are in the SKY-ECC files, has not been assessed as an "emergency issue", postponing it as a process to another period of time next year.
In the information that "Pamphlet" has received from confidential sources within the SPAK, it is stated that the criminal proceedings, against the police chiefs who were discovered as part of the SKY-ECC telephone communications with exponents of crime, will begin after the 2025 parliamentary elections.
We do not believe that this decision for tolerance towards crime defenders has anything to do with police reform and the interest of public safety; but logically, it is a bargain of the dome of power with the leaders of SPAK, in order not to hit the network of the incriminated police before the elections, because the government still needs to use them.
It is not a secret, the fact that almost all the senior leaders of the state police in the districts, in the General Directorate, in the Ministry of the Interior, the Guard of the Republic and special structures, are involved in the SKY-ECC network.
Until now, SPAK prosecutors and BKH agents have confidentially provided the media with the names of senior police officers such as Muhamet Rrumbullaku, Neritan Nallbati, Dhimitraq Ziu, Rebani Jaupi, etc., etc., who are connected to the crime, but none of them have been prosecuted or arrested.
Even the new director, Ilir Proda, SPAK seized the phone 2 weeks before the appointment, with the indication that he debunked the action for the arrest of "Çopja" members in Elbasan and communication with them in SKY-ECC; but until now, only the former director Muhamet Rrumbullaku was pressured to leave his position and the police by allegedly resigning.

In parallel with the bargain of not criminally striking the incriminated police dome, in favor of the inviolability and leaving the rotten police caste in their duties, the competition for new leaders in the police structures has also been blocked, with the deception that those who have applied do not have ranks according to the respective functions.
