The application may be rejected if the company does not meet the conditions set out in Article 15 of the Council of Ministers for issuing a construction permit!
Fatmir Bektashi's "Kontakt" firm has been advertising and selling spaces for weeks at a price of 1,000 euros, for reservations only, in the paper-only project for the concreting of the Drilon area in Pogradec, while the National Territorial Council has not made any decisions on the project called "Drilon Forests".
The Territorial Development Agency has confirmed that Bektashi, indicted for corruption along with Sali Berisha and Jamarbër Malltez in the "Partizani" affair, not only does he not have a building permit, but also no development permit or any other decision-making authority.
"The application for a Building Permit with No. 1282 Protocol, dated 08.02.2025, has been filed in the electronic e-permit system for the facility: "Driloni Forests, a complex with residential buildings 1-9 and 12 floors above ground and 1 floor underground, with the developer "KONTAKT" SHPK, located in the Municipality of Pogradec". Currently, there is no decision yet from the National Council of Territory and Water (KKTU) on this application," says the AZHT.
The AZHT says that the application may be rejected if the company does not meet the conditions set out in Article 15 of the VKM for granting a construction permit.
"We emphasize that if the developer does not meet the legal criteria provided for in the aforementioned VKM as well as other legal acts in force, the application is rejected," the AZT response states.
So, for this area of land, Bektashi has placed an identification sign, "Contact", which he continues to sell without permission, while no one in Pogradec knows anything about this project.
In the local parliament of Pogradec, debates have been intense about this development that endangers the pearl of the southeastern city.
Councilors, activists and even experts have opposed the construction of the buildings. It has been requested that the Pogradec municipal council request information from the responsible institutions and influence the decision-making process not to be implemented.
The company "Kontakt" of Fatmir Bektashi, partner of Berisha's son-in-law Jamarbër Malltezi, has designed a complex with buildings up to 12 stories high in Drilon Park in Pogradec.
The construction project has not received any criticism, not even from Sali Berisha's Democratic Party. /Report TV
