
SUVs for the cabinet, not investigators for the BKH
The government planned €1.1 million per year to recruit 20 new investigators to the National Bureau of Investigation, but the funds never reached SPAK. The money, according to Finance Ministry documents, was diverted to luxury vehicles and party hires. While Rama boasts that he “created” SPAK, behind the scenes he collaborates with Berisha to paralyze it.
During the review of the 2024 and 2025 budgets in the Economy Committee, SPAK leader Altin Dumani requested funds for work facilities, logistics and the addition of 20 investigators to the National Bureau of Investigation (BKH). The government approved an item of 1.1 million euros per year – salaries and equipment for these investigators – promising to start recruitment as early as January 2024.
None of these commitments were realized. Sources in the Ministry of Finance confirm to "Pamphlet" that the fund has been de facto cut and diverted to purchase official vehicles and additional employment in the administration.
Altin Dumani, in his annual report to the High Prosecutorial Council, denounced the delays as an open attempt to "slow down high-level investigations."
Propaganda and reality
Edi Rama appears publicly as the architect of SPAK, but on the ground he stages formal obstacles: the establishment of the "Xhafaj" parliamentary commission to "monitor" the reform; the Rama-Berisha agreement on the non-extension of the mandates of special prosecutors; the reduction of SPAK's budget by €2 million for 2025.
Concrete effect
20 fewer investigators means less capacity for abuse of power files.
Rama himself appears as a subject of investigation in some of these files, as does Berisha.
The paralysis of the BKH serves the political plan to “dissolve” the special structure after returning to power.
The latest signals – the “Xhafaj” commission and the diversion of funds – strengthen the suspicion that SPAK is in danger of being left without the legal and human resources it needs to advance investigations against senior officials./ Pamphlet
