Albanians continue to hope that the police and the new justice system will crack down on the exponents of organized crime, one of them, the Elbasan crime boss Florenc Çapja, who is charged and tried for murder, drug trafficking, extortion, hostage-taking, money laundering and wealth with financial resources from crimes.
But the information that "Pamfleti" is publishing from sources within the Justice Department proves that even the new Justice Department does not want to arrest and punish the gang leader Florenc Çapja; whom the Police, Prosecution and Court in Elbasan did not touch during 20 years of open criminal activity.
On March 16, 2021, two days before being arrested in Albania at the request of SPAK and the Special Court, the Elbasan gang leader, Florenc Çapja, through family ties with the police hierarchy and connections with the political and government hierarchy, escaped with his family from Rinas to Dubai.
On May 27, 2021, Florenc Çapja was arrested in Dubai, while Interpol-Abu Dhabi, the Police, the Supreme Prosecutor's Office, and the Ministry of Justice of the United Arab Emirates officially requested from their Albanian counterparts the file with evidence for the crimes he committed in Albania.
But Interpol-Tirana, the Police, the Prosecution, SPAK and the Ministry of Justice, who had requested the arrest and extradition of the Elbasan gang leader, Florenc Çapja, did not send the files with his crimes, neither with the request, nor after the arrest, nor during the 60 days he was held in custody, nor during the 6 months of the trial process in Dubai.
Even the United Arab Emirates Court of First Instance, waiting for the Albanian side to send the files with evidence of Florenc Çapja's crimes, did not acquit him in the first instance and he appealed to the Court of Appeal there, while the Albanian side did not even send a representative to the court.
At the Appeals Court hearing on February 2, 2022 in Dubai, it was confirmed that the Police, Interpol-Tirana, the Prosecution, SPAK, and the Albanian Ministry of Justice had not sent the file with evidence for Florenc Çapjan, but only a formal request for his arrest and extradition to Albania.
The Dubai Court of Appeal and the Arab lawyer, Auatif Mohammed and Florenc Çapjas, in the absence of a criminal record, refused his extradition to Albania and released him under "police supervision" for 6 months, against a financial guarantee of 200 thousand Dhs, equal to 55 thousand USD.
One of the points of the Dubai Court's decision for the period of "Police Surveillance" from February 2 to August 2, 2022 of Florenc Çapja, was the second request, addressed to the Albanian judiciary, to send the file with evidence of the crimes he committed in Albania and extradition would be made.
But the evidence for Florenc Çapjan has not yet been sent to Dubai, and this is not "forgetfulness"; but deliberate inaction, which creates suspicions that the Albanian Justice system, linked to the political system, has bargained not to extradite Florenc Çapjan, since he had connections with them.
Meanwhile, Çapja is free in the "paradise" state, where he has been living in luxury for 4 years, has bought property and is circulating millions he has accumulated from criminal activities.
The only action that SPAK has taken so far after 4 years of Florenc Çapje in Dubai; is the decision dated January 16, 2025, to seize 10 of his assets, while on January 23, 2023, it seized 4 other assets./ Pamphlet
