"Pamfleti" is interested in the Ministry of Finance, which is the controlling department of gambling games, where they inform us that the PPP "Moligic Sh.pk" with administrator Dhurata Meksin, owned by his son, Endri Aleksandër, has been reintroduced into the game. This PPP was approved by government decision on December 12, 2016 with a 30-year term, for "Construction, development, operation and maintenance of the online monitoring system for gambling in Albania".
On January 23, 2017, the winner of this PPP was the companies "Admiral Sportwetten GmbH&"ATSI Spolka Akcyjna" & "MC Networking" represented by the company "MC Networking", which were presented as 3 different companies, these are all owned by Endri Meks.
On April 26, 2017, with a government decision signed by Deputy Prime Minister Niko Peleshi, Concession Contract No. 5758, related between the Ministry of Finance and Endri Meksi, while on June 7, 2017, Endri Meksi created the concession company "Moligix" for the monopoly of the central system and the monitoring of gambling games.
But the PPP that was not implemented; and according to the law, after 3 months from the date of approval of the contract, it was canceled as early as September 7, 2017; but it has appeared again now that the betting law is being approved, with the same name "Moligix", with the same owner and tax data.
At the Ministry of Finance, they have started the procedures to renew and put into operation this illegal PPP, owned in paper by Endri Meks and in illegal partnership with Olsi Rama.
The goal is for the government not to approve another PPP for betting monitoring, fearing that many other local and foreign companies may participate; but directly after the approval of the law, the company "Moligix" of Endri Meks and Olsi Rama, will be the monopoly that will monitor bets.
We say that in this PPP, Olsi Rama is in an illegal partnership, after 7 years ago, together with Endri Meks, through Prime Minister Edi Rama, they concocted a 10-year concession with a total profit of 100 million Euros, for the management of the VAT tax.
They organized this through their company "M.POS Limited", a subsidiary of the company "MCN Services" of Mexico, but declared as a company from Hong Kong, which the IMF and the World Bank did not allow.
