On May 7, 2024, he announced a tender with a limited fund value of 210 million old ALL with VAT, to rent cars for Digital Cadastre officials, a tender which will be developed with an accelerated procedure for 10 days.
The car rental contract will be for a period of 1 year, where the condition is defined that the insurance and maintenance of the cars will be done by the Digital Cadastre with state funds.
There are two truths that classify this tender as clientelistic and fictitious:
First, according to the information, the tender was created for the company "Clasiç Sh.pk" owned by Agron Papuli, a family friend of the Prime Minister Edi Rama, who during 10 years received a 24 million Euro tender for renting cars to government institutions, therefore the criteria that only this company meets have been defined.
Secondly, the Cadastre has 23 cars more than its needs for official transport services; while in the economic-financial aspect, with the 210 million lek fund, the Digital Cadastre can buy a minimum of 20 new cars with guaranteed services for 5 years from a concessionary company, but these millions must be given to Bablok's friend./ Pamphlet
