The High State Control, during an audit of the Transmission System Operator (OST), for the period March-May 2023, has established the theft of public funds by some companies, which were contracted by OST through tendering procedures (suspected to be fictitious ) for the implementation of contracts for various services, such as maintenance, line extension, etc.
According to the report, the GAC company with administrator and owner Klodian Alimadhi has abused the implementation of the contract worth 1 million USD, with the object of expanding the fault localization system in high voltage lines, unfairly benefiting from public money for unfinished works.
The GAC company won in 2020 the USD 1 million tender with the firm of the director of OST, Skerdi Drenova, a public official convicted of abuses worth millions of euros.
The tender marked with a red flag is characterized by strong shades of corruption, clientelism and the predetermination of the winner by bargaining at the table.
In this procedure, Klodian Alimadhi competed with himself, since there were no other participants in the competition. As a result, the difference between the limit fund and the winning bid is ridiculous.
Si mos të mjaftonte oferta fituese në kufirin e fondit limit, pra fitimi që në procedurë, kompania G.A.C ka mashtruar edhe me zbatimin e kontratës, duke thelluar vjedhjen, duke ndarë me sa duket paratë me drejtorin e OST, përgjegjës për monitorimin e zbatimit të kontratave që firmos vetë.
G.A.C, e vetme dhe në bashkëpunim ka marrë vitet e fundit rreth 14 milionë euro tendera publikë.
Ndërkaq, Kontrolli i Lartë i Shtetit i ka kërkuar OST që t’i japë fund praktikës abuzuese të tenderave për automjete me qira, në kushtet kur kostoja është më e ulët nëse OST i blen makinat.
Vitin e kaluar, Drenova i dha rreth 300 milionë lekë kompanisë ASG me pronar Gazmend Haxhia për makina me qira, ndërkohë që me këto para mund të bliheshin 15-20 makina të reja.
