We are recalling a fact: In Criminal File No. 123/2, dated March 26, 2018 and Decision No. 1234, dated March 28, 2018 of the Prosecution of the Durrës Court, for the "Prison arrest" measure against the former Director of ALUIZNI-Durrës, Flamur Gjuzi, evidence shows the disappearance of 3100 payments made by citizens at counters and not in the bank, for the legalization of objects during the years 2014-2017.
From the investigation, it turned out that the former director of Durrës had received an order from the head of ALUIZNI, Artan Lame, for the citizens to make the legalization payments at counters with a collection mandate, marking them only in an illegal register. that was not reflected in the official accounting book.
But this practice of theft by avoiding banks has been implemented in the 12 regional legalization directorates; where the citizens, in addition to bribes to the realtors and Artan Lam's subordinates, paid the official fees and taxes for the roofs of the buildings in hand at the counters of ALUIZNI, where Mr. Lam had appointed trusted and resourceful people.
A week ago, the revenue sector in the State Treasury at the Ministry of Finance, during the audit of the revenue that the budget has secured from state entities through public tax rates, found that there is a difference in values in the central account of ALUIZNI big.
From the reconciliation between the number of legalized facilities and the payments made by citizens on account of ALUIZNI, it has been found that 18.6 million Euros are missing in the income from legalization during the years 2014-2019.
According to the information, 70% of this value, equal to 13.2 million Euros, has disappeared from the legalization payments at the offices of ALUIZNI in Tirana, Durrës and Vlorë districts, which include the areas of Vorë, Kamzë, Shijak, Kavajë, Krujë, Rrogozhinë. , Himare, Saranda and Delvina.
So, fees and taxes have been paid 100% for each legalized object, but they have not been deposited in the state budget; and according to logic, have ended up in the pockets of Artan Lame and his gang called "ALUIZNI".
The theft was carried out by the regional offices, receiving payments with a collection mandate and not through the bank; stunt done by order of the former director, chief forger and chief thief Artan Lame.
Even the KLSH, during the audits for the years 2014-2020 in the offices of Tirana, Durrës, Vlorë, Fier, Shkodër and Elbasan, has found a lack of income from payments for the legalization of buildings, but the director Artan Lame, in the clarifications sent to the KLSH- it seems that they are in the process of being reflected in the accounting records.
