In 2020, Ilir Koka appeared at the Tirana Prosecutor's Office where he denounced the appropriation of his property, a complex of 12 private houses on an area of 1430 m2 in Dhërmi, by Helidon Gjikoka.
In 2009, Ilir Koka, since he was abroad, authorized Helidon Gjikoka to follow the works for the construction of the complex and perform other actions, but in no case did he give him the right to alienate his property. He was building private houses on the property his father had bequeathed to him.
After in-depth and intensive investigations, the Prosecutor's Office of Tirana found that Helidon Gjikoka, in 2017, had requested the legalization of another's property in his name, while in 2018, i.e. a year later, Gjikoka had rented the same property to the owner Ilir Koka.
This fact, according to the Prosecutor's Office, shows that Ilir Koka was the owner of the complex, but the property was stolen through forgeries by Helidon Gjikoka in cooperation with the lawyer Artion Kasaj, who acted on behalf of Ilir Koka.
If the property belonged to Gjikoka, the latter did not have to rent it from Koka.
While Ilir Koka was in Greece, his property, since January 28, 2019, has been transferred to the name of Helidon Gjikoka.
How did Helidon Gjikoka become the owner of Ilir Koka's tourist complex?
In 2009, Ilir Koka, since he was in Greece, authorized by proxy Helidon Gjikoka, who was his aunt's son, to build, surround and administer the "Ambel Beach" complex, on his property that his father had bequeathed to him.
Gjikoka rented out the 12 houses during the tourist season, paying a fee to Koka.
From September 2017, Ilir Koka authorized the lawyer Ariton Kasaj to represent his interests with third parties.
Subsequently, the lawyer Ariton Kasaj performed legal actions with Helidon Gjikoka, on behalf of Ilir Koka, according to the prosecution, against Koka's will.
In the file it is said that Helidon Gjikoka, in cooperation with the lawyer Ariton Kasaj, falsified the data of the legalization form, in order to get Ilir Koka's property.
The investigation showed that Gjikoka found the moment that Iliri was in trouble and then acted secretly to get Iliri's property by falsifying the legalization forms.
Afterwards, Gjikoka transferred the electricity contract to his name.
One year after the application for the legalization of Ilir Koka's property, with a forged form and in the name of Adiseldo Rrapaj, on September 20, 2018, the head of legalizations, Adiseldo Rrapaj, approved the legalization in the name of Gjikoka, even though he was aware that the property belonged to Ilir Koka.
The employee Ardian Musta has examined the practice of property legalization, and part of it has been recognized with the construction permit of 2010, which was in the name of Ilir Koka.
The employees Erdet Mandi, Arber Jaupaj and Denis Metaj have also become part of the scheme, who have reflected false data in the acts compiled by them, in function of the theft of property from Helidon Gjikoka.
The file also highlights the role of Jonida Hallvaxhi and Enida Bukuroshi, lawyers at the State Cadastre Agency in Tirana, who overturned the complaint of the robbed owner, who objected to the transfer of his property in the name of Gjikoka.
The appeal was dropped due to exceeding the deadline, but according to the prosecution, the two jurors should have reported the crime of property theft by Helidon Gjikoka.
But this affair is wandering through the doors of the courts.
