If the heads of SPAK will have the time and desire, they should deal with the procurement procedures and financial data of a tender that Geraldina Prodani, the Secretary General of the Ministry of Defense, has made in recent days, for the purchase of helicopter fuel, using a "Nardi Petrol" point of sale in Memaliaj, disguised under the "Shoqeri Anonime" license.
On April 24, 2023, Geraldina announced the tender with a limit fund value of 2.8 billion old lek including VAT, and that's how much she predetermined the expected offer-contract, with the object "Purchase of fuel "JET-A1" for the military aircraft, a tender that will was held on May 22, 2023.
But on June 13, 2023, the authority announced that the tender had been cancelled, according to Geraldina, it had concluded that the commission of the ministry had made "important technical errors"; and the tender was set to take place on August 14, 2023.
In fact, in the criteria and specifications of the re-announced tender, there is no change from the canceled tender, except for the value of the limit fund, which was increased by 490 million old lek, although the quantity and type of fuel purchased are the same.
Geraldina Prodani performed this stunt with the company "Nardi Petrol", a modest sales point in Memaliaj; which, the commission has accepted false tax and customs documents, as if it is a large fuel company, leader in Albania, when it has only 6 employees, 2 of which are the owners Leonard and Valbona Micka, an economist, 3 managers and no salesperson stated.
While the procurement law, determines that in tenders with contracts above the high monetary limit and with a time limit of more than 2 years, those firms that have more than 150 employees, capital equal to 200% of the contract value, a fleet of vehicles and employed engineering-technical staff.
While the entity "Nardi Petrol" has capital equal to 1% of the tender and does not meet any other criteria, but Geraldina awarded the tender 3.3 billion old ALL with VAT; yes, it is not a coincidence, nor is the fact that during the time Geraldina is at the Defense, she bought another 650 million Lek of fuel from the "Nardi Petrol" company.
We are sure that Geraldina does not react, because she knows that even in this 3.3 billion ALL tender, she used the tricks we said, "eating pears" behind Bablok's back.
But if the owner Leonard Micka of "Nardi Petrol" calls it slander, we will clarify it with other facts below, from the connections with the Lazarati group and the "Chile" group; illegal points of sale; the bases where it receives fuel loads and what papers it uses here and across the southern border, tax balances, the number of employees, etc. etc./ Pamphlet
