Pharmaceutical market heading for chaos, Evis Sala is shaken after drug price

Evis Sala was brought to prominence as Minister of Health, with the argument that she has studied and worked abroad for years, is an expert in her field and, according to Edi Rama, will reborn healthcare. But Evis Sala, just a few months after her appointment, the first thing she did was increase the prices of medicines.

A few days ago, the Ministry of Health changed the reimbursement prices of medicines through an obscure and unclear procedure, without consultation with pharmaceutical companies and without transparency on the calculation methodology. The decision was announced on Saturday, under abnormal administrative conditions, while the figures themselves show extreme increases ranging from 3% to 4000%.

The lists of medicines are public and anyone can see them. However, Evis Sala himself has tried to spread himself today by throwing ash in the eyes of Albanians and accusing the media of lying. The Ministry of Health remembered to come out with a reaction only after 3 days, trying to justify the scandal.

" In cases where the drug is in the process of being granted a marketing authorization or a marketing authorization renewal process, the marketing authorization holder or his/her authorized legal representative has the right to declare the price of the drug, but the commission approves the price of the drug after it has been granted a marketing authorization."

Point 12: The “Reference price for Albania” will be the lowest price of the following elements:
a) the price applied among the five reference countries (Italy, Greece, Serbia, Macedonia and Croatia);
b) the retail price of the drug in the country of origin;
c) the price of drugs imported into the Republic of Albania, during the last 12 months.

Point 13: The price of the generic drug must be up to 80% of the price of the original drug, registered with the Agency. If the original drug is not registered in the Republic of Albania, then its price in the countries of reference and origin will be taken as a basis.

Point 15: Medicines for which a price has not been declared by October 31 of the current year lose the right to be included in the list of reimbursable medicines for the following year ," the Ministry of Health emphasizes.

But Evis Sala is openly deceiving. It is true that prices have decreased for some drugs, but for others they have increased significantly.

Cefazolin has increased by about 4000%. Metformin, one of the drugs used for type 2 diabetes, has increased starting Saturday. According to data from the Ministry of Health, the price of this product produced in North Macedonia has increased by 2000%.

Tobradex, a medication that previously cost 300 lek, will be sold for about 97% more. “Remsima,” an anti-inflammatory drug for adults, has undergone a price change of 97%.

Meanwhile, products containing gadoteric acid (meglumine salt), used as an injection solution, have seen increases ranging from 13% to 62%.

The significant price increases and decreases risk throwing pharmacies into chaos. The prices of almost 40 drugs on the reimbursable list for 2026 have been changed in the system. But pharmacies are unaware of the new prices.

The Pharmaceutical Business Union and the Order of Pharmacists of Albania have addressed an official letter to the Ministry of Health and the Fund regarding the concerns and problems arising from the approval of new prices without giving them the appropriate time to remove drugs for which they are legally obliged to have 2 months' worth of stock, in order to avoid a shortage in the market.

They unanimously warned the Ministry of Health that approving prices without giving them time could lead to interruptions in the supply of medicines and shortages in the market. /Pamphlet
