Orlanda Karamuço, director of the Territorial Development Agency, is the wife of Genc Kuçuku of ProGeen LLC, the company that was announced the winner in the competition for the "Zyber Hallulli" Children's Home, a project that served to relocate the institution and free up land for towers, revealing a conflict of interest at the heart of the development of the territory...

While Tirana is being drowned by towers and public properties are passing one after another into private hands, another serious case of conflict of interest comes to light in the "Zyber Hallulli" Children's Home project, where private gain is directly linked to the management of the territory.

Orlanda Karamuço is the director of the Territorial Development Agency, an institution that deals with the planning, development and orientation of the territory in Albania, that is, with the way in which public land changes function and is opened for construction.

At the same time, ProGeen LLC, a company run by her husband, Genc Kuçuku, was announced as one of the winners of the competition for the "Zyber Hallulli" Children's Home project, a project that serves to relocate the institution and free up the central plot where towers will be built.

So, the head of the agency that deals with the territory is the wife of the owner of the company that benefits from the development of the territory.

This is not an interpretation, but a fact.

The "Zyber Hallulli" competition was presented by Edi Rama and Elira Kokona as a social project, as an investment for orphans and as a development model, while in reality it resulted in the demolition of existing buildings, the relocation of children to the suburbs and the release of a plot of land with exceptional construction value for private towers.

From this competition, one of the entities directly involved in the project was ProGeen LLC, a company related by family to the director of the Territorial Development Agency.

In any normal state, this fact alone would be enough for the process to be stopped, suspended, and verified. In Albania, this fact passes without a hitch, because power over the territory and profit from the territory have long operated within the same circle.

The Children's Home was used as a cover. It was said that the children would have better conditions, while the land where the institution is located today was put into the construction process. The new building on the outskirts serves to justify an operation where the real benefit is not the social institution, but the land that is being freed up.

This case clearly shows how today in Albania permits, competitions, and territorial development are not separated from family ties, but pass through them, while the state acts as if it sees nothing.

The pamphlet does not say that citizens should be deprived of the right to work, but the fact that the director of the Territorial Development Agency is the wife of the owner of a winning company in the development of a public plot of land constitutes a clear conflict of interest and violates every principle of territorial administration.

"Zyber Hallulli" is not an exception, but the clearest example of how the division of territory is functioning in Tirana today... (continued)  /Pamphlet
